Org. Setting and ReportingThis position is located in the Information and Communications Technology Security Service (ICTS) of the Office of Information and Communications Technology (OICT). The ICTS provides oversight and services for information security for the United Nations Secretariat. OICT supports the principles of work-life balance and flexible work arrangements. The Chief of Service reports to the Chief Information Technology Officer (CITO). ResponsibilitiesWithin delegated authority, the Chief of Service, Information Systems and Telecommunications will be responsible for the following duties: โ€ข Formulates and implements the substantive work programme of the Cybersecurity Service. โ€ข Provides strategic direction and oversees the management of activities undertaken by the Service including in cybersecurity Governance, Risk Management, Compliance, Threat and Incident Management and Vulnerability Management, ensures that these critical components are aligned with the cyber security strategy of the organization and that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and OICT, and with other organizations of the United Nations System, as appropriate. โ€ข Leads, supervises and carries out the work programme of the Service under his/her responsibility: implementation of the cybersecurity strategy for the Secretariat. โ€ข Provides advice to the senior management, ICT leaders, business units, and other stakeholders to ensure that cyber security is effectively integrated into all aspects of the Organizationโ€™s operations, processes, and communication. โ€ข Co-ordinates the work carried out by different work units under the Service and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others. โ€ข Contributes to the preparation of reports and presentations to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs. โ€ข Ensures that the Service drives Cybersecurity efforts so that OICT can provide information services and support for the Global Secretariat. โ€ข Ensures that the outputs produced by the Service maintain high-quality standards; that analysis and reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. โ€ข Prepares the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery. โ€ข Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (e-PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. โ€ข Recruits staff, taking due account of geographical balance. โ€ข Manages, guides, develops and trains staff under his/her supervision. โ€ข Fosters teamwork and communication among staff in the Service and across organizational boundaries. โ€ข Leads and manages the substantive preparation and organization of meetings or seminars covering fundamental issues. โ€ข Participates in international, regional or national meetings and provides programmatic/substantive expertise on multiple issues, or holds programmatic/substantive and organizational discussions with representatives of other institutions. โ€ข Acts as a representative at international, regional or national meetings. CompetenciesProfessionalism: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems related to information security. Expert knowledge of the area of information security, relevant frameworks and related technology platforms. EducationAn Advanced university degree (Masterโ€™s degree or equivalent degree) in business or public administration, computer science, information systems, mathematics, statistics or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in the specific fields. Job - Specific QualificationSenior level professional certifications in information security are desirable. Work ExperienceA minimum of fifteen years of progressively responsible experience in information systems management or related field is required. Experience in the areas of information and communication technology strategic management and enterprise architecture framework is required. Experience in the area of digital identity or data privacy is required. Experience in the delivery of solutions related to cybersecurity is required. Experience in managing and directing design and implementation of highly secure information technology solutions including with respect to cryptographic controls, integrated authentication solutions and threat modelling is required. Experience in managing working groups and providing policy advice to senior leadership on information security risk management is required. Experience with ISO27000, ITIL and CCM (Cloud Controls Matrix) frameworks is desirable. Experience in change management as it pertains to information and communication technology is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
