The incumbent serves as Chief of the Strategic Communications Section and reports directly to Director for Coordination and Shared Services. The Strategic Communications Sections for the Department of Peace Operations is a dedicated and specialized capacity that provides media relations, departmental publicity, external relations, corporate messaging/internal communications and provides technical advice and operational support to public information components in peacekeeping operations. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions. ResponsibilitiesWithin delegated authority, the incumbent will be responsible for: โข Conceptualizing, designing and executing the overall public information strategy, programme and activities. including media relations, internal communication, external relations, support to the field and digital media โข Providing strategic advice and guidance to the Under-Secretary-General, Assistant Secretaries-General and senior leadership on Public Information matters related to peacekeeping. โข Establishing communication priorities and key messages, both internal and external. โข Serving as spokesperson with relevant interlocutors, particularly with the UN press corps and international media, giving on the record interviews and background briefings on substantive peacekeeping issues. โข Driving the Section's initiatives on digital and social media was well as overseeing design for web-based presences โข Overseeing the backstopping of public information components of peacekeeping operations โข Building partnerships relevant to the departments, including outreach to and advocacy with Member States. โข Lead and direct a team of public information officers; plan and allocate work assignments; coach, mentor, and evaluate staff; participate in recruitment and selection of new staff and in the development of training programs. โข Function as the supervisor for all activities related to the support side of public information units in the field โข Create and maintain networks of high level communications contacts with broadcast media, the press, governmental agencies, international institutions and other groups and organizations in civil society (non-governmental organizations (NGOs), businesses, community organizations, women's groups, etc.); โข Representing the department in important meetings, conferences, events, and at high-level intra-departmental communication bodies; โข Functioning as the primary focal point with the Department of Public Information and the Office of the Spokesperson for the Secretary-General, providing guidance and ensuring coherence and synergy of purpose while avoiding duplication of efforts โข Expanding departmental publicity and outreach activities; managing representational activities โข Provide diverse materials (briefings, speeches, questions and answers) for use by senior officials, develop or overall see development of high-profile multi-media communications campaigns; set quality and production standards for information dissemination. Work ExperienceA minimum of ten years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. Supervisory and management experience is desirable. Minimum one year of experience serving in UN peace operations or other field operations with a public international organization in the area of public information is desirable. Technological fluency with social media and all standard digital communication applications, including web management programs, is desirable. LanguagesEnglish and French are the two working languages of the United Nations Secretariat. For this post, fluency in English is required.
