Context:

Situated within the Department of Data, Insight and Policy (DDIP), the Migration Policy Division (MPD) plays a vital role ensuring IOMโ€™s standing as a leading global authority and trusted partner on migration. This is essential to meet Member States' growing reliance on IOMโ€™s migration expertise and their expectations for thought leadership and guidance on governance structures and frameworks to manage migration in line with international obligations.ย 

The Division focuses its efforts on two streams of work, underpinned by strong knowledge management and a focus on promoting innovation in IOMโ€™s policy-relevant projects and programming:

Delivery of sound migration policy and legal advice and guidance to governments: As part of IOMโ€™s Policy Agenda, MPD works to enhance IOMโ€™s ability to support governments on policy and legislation; and, Development of institutional migration policy and legal positions: In coordination with other Departments, MPD develops coherent and forward-looking evidence, analysis, and narratives on cross-cutting priority and emerging policy issues, coordinated through inclusive organization-wide processes that are firmly rooted in IOMโ€™s knowledge and programmatic experience.ย 

Under the direct supervision of the Director, Department of Data, Insight and Policy, the Chief, Migration Policy Division will be responsible for the following duties:

Core Functions / Responsibilities:

Lead the planning and implementation of the Migration Policy Division activities and manage the Divisionโ€™s human and financial resources.ย Set-up, lead, and coordinate organization-wide processes to develop IOM migration policy perspectives and institutional stances based on evidence which are rooted in IOM's knowledge and programmatic experience, while ensuring and strengthening the effective communication of results both within IOM and externally.Provide expert advice to the Senior Leadership Team, Departments, and Regional and Country Offices on migration governance and cross-cutting migration policy issues.Promote policy coherence and consistency of messaging across IOM by advising on policy work undertaken by Departments and Regional and Country Offices.Lead the definition of IOM's policy agenda and plan steps to advance it, including resource mobilization.Provide oversight and guidance to technical specialists in the Division including international migration law specialists, knowledge management experts, and well as the Development Fund Team.Contribute to positioning IOM on the international arena by supporting strategic communications on migration policy matters.Engage in migration-policy-relevant processes and dialogues with key partners, including governments, the UN and non-UN organizations, academia, and private sector, to support well-informed discourses on migration and help position IOM as a leading global authority on migration.Manage migration policy knowledge and establish and maintain IOMโ€™s migration policy communities of practice.Coordinate and respond to requests for support and expertise from IOM Regional and Country Offices.Strengthen the development of IOM staff capacity on migration policy by overseeing the development and updating of relevant training materials.Represent the Organization at international conferences and meetings, including in the stead of the Department Director, when required.Perform any other duties as may be assigned.

Required Qualifications and Experience

Education:

Master's Degree in Political Science, International Relations, Social Sciences or a related field from an accredited academic institution with ten years of relevant professional experience; or,University Degree in above fields with twelve years of relevant professional experience.

Accredited Universities are those listed in theย UNESCO World Higher Education Database.

Experience:

At least ten years of professional experience in the migration field, with a proven track record of leading and managing complex projects and teams.Extensive experience in the field of migration, including in policymaking, policy dialogue, international diplomacy and/or multilateral cooperation;Extensive experience in liaising with governmental authorities, other national/international institutions, entities of the United Nations, civil society and international organizations, and academic and private sectors;Demonstrable experience in delivering expertise on a wide range of migration governance and policy issues, as well as migration trends, and capacity to provide useful insight to audiences in a range of contexts and situations;Extensive experience in policy analysis and research, advocacy and strategic communications in the migration field;Track record of producing high-level policy documents and briefs, including on sensitive issues;Extensive experience in effective coordination and stakeholder management; and,Experience working in cross-functional teams in a dynamic environment.

Skills:

Demonstrated capacity to clearly communicate complex issues to a range of audiences;Demonstrated ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,Proven ability to deliver quality to set deadlines.

Languages:

IOMโ€™s official languages are English, French and Spanish.ย 

For this position, fluency in Englishย is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
