The ASEAN+3\nMacroeconomic Research Office (AMRO) is an international organization established to\ncontribute to the macroeconomic and financial resilience and stability of the\nASEAN+3 region - comprising 10 members of the Association of Southeast Asian\nNations (ASEAN), and China; Hong Kong, China; Japan; and Korea - through macroeconomic\nsurveillance, supporting regional financing arrangements (RFAs), and providing\ntechnical assistance (TA) to members. In addition, it serves as a regional\nknowledge hub (RKH) and facilitates ASEAN+3 financial cooperation.\n\n
AMRO\nis seeking a dynamic and highly qualified professional for the position of Chief\nEconomist. Under the supervision of the AMRO Director, this senior management\nrole is critical in leading AMRO's country and regional surveillance, advancing\nits research capabilities, and developing AMRO's support function for the\neffective implementation of the Chiang Mai Initiative Multilateralisation\n(CMIM).\n\n
JOB\nRESPONSIBILITIES\n\n
The Chief Economist will report to\nAMRO Director, and perform the following functions:\n\n
a) Lead and supervise the planning and\nimplementation of AMRO's country and regional surveillance and related research\nactivities (such as ensuring the quality and timely delivery of surveillance\nand related research assignments, developing the frontier insights, including\nforward-looking analysis and policy implication as well as recommendation, on\nissues related to economic and financial stability in the region).\n\n
b) Lead and supervise the planning,\ndevelopment and implementation of analytical frameworks and toolkits for\ncountry and regional surveillance and related research.\n\n
c) Lead the planning, implementation and\nsupervision of frameworks and processes that ensure rigor, soundness and\nconsistency in the assessment and policy recommendations of AMRO's country and\nregional surveillance and related research products, in coordination with the\nDeputy Director (Functional Surveillance and Research).\n\n
d) Build and strengthen relationships with\nstrategic partners (IFIs, and other IOs), manage the participation of AMRO in\nseminars, conferences and other events relevant to AMRO's country and regional\nsurveillance and related research activities, and oversee the quality and\ncontent of AMRO's presentation materials.\n\n
e) Lead and manage consultation meetings\nwith the Advisory Panel.\n\n
f) Lead and manage AMRO's support function\nfor the effective implementation of the CMIM, in particular, the production of\nAMRO's Reports including policy recommendations, in coordination with the\nDeputy Director (CMIM, Strategy and Coordination).\n\n
g) Perform other functions as may be\ndetermined by the Director in accordance with the AMRO Agreement.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
QUALIFICATIONS\n\n
Successful candidates\nshould possess:\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
a) Excellent educational background
- Qualification:\nA postgraduate degree in Economics or other related fields from a reputable\nuniversity is required. A Ph.D. in\nEconomics or other related fields from a reputable university is\npreferable.\n\n
b) Prominent professional career and\nexpertise in macroeconomics research or other related fields
- Qualification: Extensive academic\nresearch and/or policy study in the areas of Macroeconomics, Finance, Public\nFinance, Development Finance, International Finance and Exchange Rate Policy,\nor other related fields.
- Added Advantage: High-quality research\npapers and/or articles (as indicated by citations in reputable research or\npublications) on Macroeconomics, Finance, Public Finance, International Finance\nand Exchange Rate Policy, or other related fields (desirably with particular\nfocus on the ASEAN+3 region) in recognized international academic journals.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
c) Rich experience, capabilities and vision\nin macroeconomic and financial surveillance\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
- Qualification: Sufficient years of\ndirect hands-on experience in leading, planning, implementation and supervision\nof economic surveillance activities and/or macroeconomic policies at\ninternational organizations with related fields and/or national government\ninstitutions.
- Added Advantage: Direct hands-on\nexperience in making policy-related decisions, designing financial bailout\nprograms for crisis-hit countries, or implementing policies relating to\nmacroeconomic and financial surveillance at either the government of the\ncrisis-hit country itself or a relevant international organization.
d) Strong network contacts internationally,\nincluding within the ASEAN+3 region, with advanced countries, academic\nsocieties, and international organizations with related fields.
e) Considerable experience in managing and\nleading a diverse team of economists with different cultural backgrounds and/or\ndemonstrated international experience in working in a multicultural environment, such as international\norganizations.
f) Knowledge of analytical techniques, such\nas statistics, econometrics, as well as mathematical and other research tools\nand computer software necessary for analyzing large volumes of statistical data.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
TERM\n\n
The Chief Economist\nwill serve a three-year term, with the possibility of a one-time extension for\nup to three additional years. The selected candidate is\nexpected to join AMRO in May 2025.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
