CEA expert for development of training program and policy brief for ADD research agenda 2026

The consultant shall be hired to 

1)Develop and implement two modules of the CEA training program under the coordination of AUC on a four-instalment payment basis: 

1. Deliverable 1:  Develop and coordinate outline of the two training modules with AUC. The first deliverable must be submitted by email on 15 July 2025 payment to be paid within 15 days of receipt and approval of deliverable.
2. Deliverable 2: Develop the two draft training modules in close coordination with AUC coordinator. The second deliverable must be submitted by email on 15 August 2025 payment to be paid within 15 days of receipt and approval of deliverable.
3. Deliverable 3: Develop a final training module in close coordination with AUC coordinator. The third deliverable must be submitted by email on 15 September 2025 payment to be paid within 15 days of receipt and approval of deliverable.
4. Deliverable 4: Implement in person workshop on Module 4 during last month of training program (December 2025) payment to be paid within 15 days of receipt and approval of deliverable.

   2)Develop and present a research paper for the ADD SoM in September 2025 on Skills Partnerships in Controlled Agriculture and Waste Management (Submission under Theme 2: Labor Mobility and Skills for a Just Transition to Green Economy) on a three-instalment payment basis:

Deliverable 1:  Develop and submit an outline of the research paper on Skills Partnerships in Controlled Agriculture and Waste Management inclusive of the two case studies  on Controlled Environment Agriculture and Waste Management . The first deliverable must be submitted by email on 15 July 2025 payment to be paid within 15 days of receipt and approval of deliverable.
6. Deliverable 2: Develop the draft research paper on Skills Partnerships in Controlled Agriculture and Waste Management in coordination with the volunteer consultant working on the case study on Waste management , consolidating the two case studies for the research paper. The second deliverable must be submitted by email on 15 August 2025 payment to be paid within 15 days of receipt and approval of deliverable.
7. Deliverable 3: Develop and present the final research paper with the two case studies at the SoM in September 2025.  Support the preparation of the ADD Secretariat’s presentation on the paper at the 2nd regional event on regular pathways for climate action in MENA in September 2025.  The third deliverable must be submitted by email on 15 September 2025 payment to be paid within 15 days of receipt and approval of deliverable.

   Education & Experience:

8. Advanced degree in sustainability, agriculture, or a related discipline, significant professional experience in climate-resilient food systems and agtech innovation.
9. Demonstrated experience advising governments in the Middle East and North Africa (MENA), particularly GCC countries, on the integration of Controlled Environment Agriculture (CEA) into national food security and urban development strategies.
10. Proven understanding and involvement in the development of SMPs
11. Strong understanding of migration, land use, and environmental adaptation issues in arid and semi-arid regions, supported by experience working with national ministries, donor agencies, and research institutions.
12. Skilled in mixed-methods research and strategic analysis, with a portfolio that includes feasibility assessments, technology evaluations, and stakeholder consultation reports.
13. Capable of managing complex multi-stakeholder engagements, including workshops, policy roundtables, and technical capacity-building events across diverse regional contexts.
14. Familiarity with institutional programming frameworks related to sustainable development, climate adaptation, and socio-economic inclusion, with an emphasis on cross-sectoral coordination.
