Result of ServiceThe CCAC National Project Coordinator will support South Africa national SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The expert will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sectors and political and institutional backing for the SLCP mitigation strategy and National Clean Air Action Plan roadmap. Work LocationSouth Africa Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Through the Department of Forestry, Fisheries and the Environment (DFFE), South Africa has requested the support of a national consultant familiar with the country’s emission reduction targets. This expert will assess national needs and provide technical support for the development and implementation of both a Short-Lived Climate Pollutant (SLCP) Plan and a National Clean Air Action Plan, with the aim of strengthening SLCP planning and advancing mitigation efforts. This request aligns with the CCAC’s planning process, which focuses on coordinating national SLCP planning, policy development, implementation, and the monitoring and evaluation of progress. In response, the CCAC is seeking a National Project Coordinator for South Africa to enhance DFFE’s capacity to lead national SLCP planning, policy, and implementation efforts, in alignment with South Africa’s Nationally Determined Contribution (NDC). The National Project Coordinator will work closely with the CCAC Secretariat and the DFFE focal point to build strong government buy-in, and to support the implementation, financing, and monitoring of the national SLCP mitigation plan or strategy. The Coordinator will also oversee the implementation of CCAC-supported projects in South Africa and will liaise with implementing partners to raise awareness of SLCP issues. Additionally, the expert will facilitate inter-ministerial collaboration and engage key national stakeholders to effectively integrate SLCP priorities into broader national development and climate strategies, ensuring robust implementation frameworks are in place. Output expectations: 1) - Mechanism in place to ensure inter-ministerial and inter-institutional coordination and collaboration on SLCP reduction (e.g., inter-institutional task force, national SLCP unit, etc). - Provide technical support in monitoring the emission reduction achievement from mitigation actions set in NDC. - Provide technical support in reporting and measurement of SLCP in the UNFCCC reporting mechanism (BTR, NC, …). - Support in high level buy in of SLCP mitigation efforts across ministries. - Engagement of sub-national governments, and civil society in CCAC partner country. 2) - Capacity built at national level for SLCP mitigation: Trainings given to relevant ministries, institutions and private sector on integrated SLCP emission and mitigation assessments leading to: - Integrated (updated/improved) SLCP, GHG and air pollutant emission inventories, mitigation assessments and implementation strategies, and MRV and/or SLCP emission/mitigation tracking system. - National Clean Air Action Plan roadmap with implementation pathways, cost estimates for mitigation measures, and a monitoring and evaluation framework for mitigation aligned with the NDC implementation plans. 3) - Draft and final papers recommending concrete plans and actions to implement SLCP mitigation actions. 4) - Draft and finalise papers demonstrating integration of SLCPs into relevant national/sub-national processes, plans and strategies 5) - Applications for grants/funding to secure long-term investment - Submitted proposals for national and/or international funding/resources to implement country’s National SLCP Strategy. - Submitted proposals for CCAC funding support (e.g., Technical Expert Assistance, Country requests via the annual CCAC expression of interest process, Africa Clean Air Programme etc) 6) - Awareness-raising materials and articles to be featured on South African Air Quality Information System (SAAQIS) developed, and events organized on integrated climate change and air pollution reduction (National SLCP plan) - Participation at high political level in SLCP relevant events - Presentations at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase country’s successes as well as to detail any challenges or requests for assistance. - Add updated partner profile for CCAC website 7) - Collaboration with CCAC from across national government departments - Active participation with sectoral hubs and engagement with implementation facilitators - Other ad hoc outputs as agreed. Qualifications/special skills- Advanced university degree, master or equivalent in environmental science, environmental chemistry, atmospheric science, physics, climate change or a related discipline. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment is required. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentation) are required. - Knowledge of the national policies in climate change mitigation and air pollution (South Africa’s National Environmental Management Air Quality Act 39 of 2004 and Climate Change Act 22 of 2024) is required. - Familiarity with national environmental regulations and issues as well as knowledge of key stakeholders is desirable. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in South Africa is desirable. - Experience working with the LEAP, GACMO tool, or other comparable emission inventory and scenario modelling platforms is desirable. - Ability to work with advanced formulas in Excel spreadsheet is desirable. - Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019 and inventory of SLCP emissions is desirable.
