Result of ServiceThe CCAC International SLCP Expert will be responsible for: - Developing the analytical, policy, and institutional foundation necessary for SLCP planning, including emissions inventories, mitigation assessments, and co-benefits analysis, in close coordination with the National SLCP Expert, and ensuring the application of international best practices. - โ€‹โ€‹Delivering implementation pathways and policy recommendations that enable the integration of SLCP actions into Bhutanโ€™s NDCโ€‹ by September 2025โ€‹, as well as other relevant national strategies and plans, in close coordination with the National SLCP Expert, and ensuring the application of international best practices.โ€‹ Provide the global analytical framework and technical tools for designing implementation pathways and policy recommendations, including international case studies, sectoral benchmarks, and modeling support.โ€‹โ€‹โ€‹โ€‹ - Establishing a monitoring and reporting framework consistent with the Enhanced Transparency Framework (ETF) of the Paris Agreement to track progress on SLCP mitigation, in close coordination with the National SLCP Expert, and ensuring the application of international best practices.โ€‹ This includes contributing templates, indicator methodologies, and guidance to support the development of the SLCP monitoring and reporting framework consistent with the ETF.โ€‹ Work LocationRemote Expected duration6 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. Bhutan joined the Climate and Clean Air Coalition (CCAC) in 2025 and has since pledged its commitment to advancing the SLCP agenda under the leadership of the Department of Environment and Climate Change (DECC) and Ministry of Energy and Natural Resources (MoENR). Bhutan, as a global leader in environmental conservation and climate action and among a handful of countries internationally recognized as carbon neutral, is preparing to update its ambitious NDC and enhance sustainable decarbonization of its economy. While the country has already developed and published four sectoral LEDS (in 2021) and one LTS (long term low GHG emission and climate resilient development strategy 2023), it has yet to conduct in-depth assessments focused on SLCPs in particular. In efforts to raise ambition, Bhutan will conduct preparatory/readiness initiatives to set the tone for the SLCP assessment and mitigation strategies, via sensitization of key stakeholders including national and local governments, non-government stakeholders and the public on SLCP sources, and mitigation strategies, aligned with current government exercise to update NDC. Exposure to international best practices are not only integral in enhancing future sectoral implementation, but also for fostering long-term international partnerships for learning, financing, and collaboration. We are now seeking an International SLCP Expert to collaborate with the Government of Bhutan to integrate Short-Lived Climate Pollutants (SLCPs) into the NDC 3.0 framework of Bhutan, focusing on key sectors contributing to SLCP emissions. The goal is to enhance mitigation actions while addressing public health, economic development, and environmental benefits. Outputs: 1. A work plan developed in collaboration with the Department of Environment and Climate Change (DECC) and relevant ministries that outlines timelines, stakeholder engagement โ€‹plan and โ€‹processes, and technical steps for SLCP integration. The work plan should reflect collaboration with the National SLCP Expert and ensure complementarity of roles. 2. An integrated GHG and SLCP emissions inventory and projection to serve as the analytical foundation for NDC 3.0. 3. A comprehensive SLCP mitigation assessment that includes a menu of actionable and prioritized options across relevant sectors - identification of possible areas of SLCP reduction to support climate change mitigation across relevant sectors in the country, aligned with short-long term national/sectoral plans, policies, and strategies. Mitigation options should reflect international best practices and experiences from other CCAC partner countries. 4. A quantification of co-benefits of SLCP mitigation actions, including health and agriculture-related benefits, and alignment with sustainable development goals. 5. A proposed implementation pathway for SLCP actions in Bhutanโ€™s priority sectors, incorporating existing plans and regulatory instruments. 6. Initial stakeholder consultations with line ministries and relevant non-state actors to inform the design and development of SLCP integration. 7. Recommendations for mainstreaming SLCP measures into other national frameworks, climate change strategies, air quality strategies, and medium-term plans, informed by international experiences, and aligned through coordination with the National SLCP Expert. 8. A monitoring and reporting framework for SLCP actions consistent with the Enhanced Transparency Framework (ETF) of the Paris Agreement. This framework should build on global best practice approaches and be harmonized with national institutional structures identified by the National SLCP Expert. 9. Periodic progress reports throughout the consultancy, and one final report consolidating all findings, actions taken, and recommendations for SLCP integration. 10. Periodic reports should include: - Technical inputs and recommendations generated in the period. - The dialogue supports, inputs, comments, and agreements that emerged from the discussions and dialogues. - A summary of the technical agreements on the definition of the methodology. Qualifications/special skills-Advanced university degree (Masterโ€™s degree or equivalent) in environmental sciences, environmental engineering, physics, chemistry, chemical engineering, electrical engineering, or a related field is required. A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree. -Eight years or more of professional experience in a field relevant to climate change, climate change modelling, energy modelling, GHG emissions inventory and air pollution is required. - Excellent written and spoken communication skills, and the capacity to work with colleagues and partners is required. - Experience in multi-stakeholder dialogues, knowledge with sectoral authorities is required. - Knowledge in modelling of GHG and air pollution mitigation measures with different software including LEAP IBC is required. - Experience working on ozone layer protection, refrigeration and air conditioning, SLCPs, and Kigali Implementation Plan in Bhutan is required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of GHG dynamics, short-lived climate pollutants, climate change and air pollution issues in Bhutan is required. - Experience in environmental public policy is desirable. - Knowledge of, or experience implementing, methodologies and resources for developing GHG and air pollution emissions inventories is desirable.
