DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Cash & Voucher Assistance Officer.
Project Background
Contributing to the 2022 โ 2025 Uganda Refugee Response Planโs strategic objectives to provide life saving assistance and strengthen self-reliance, the Uganda Cash Consortium (UCC), with funding from the European Civil Protection and Humanitarian Aid Operations and led by the Danish Refugee Council (DRC), is responding to the humanitarian needs of the most socioeconomically vulnerable refugees hosted in Uganda. In response to the heightened needs owing to the recent cuts, the consortium is planning scale up of the response with an anticipated Two Million British Pounds additional funding from Foreign, Common and Development Organization.
The overall purpose of the role:
Under the guidance of the Project Manager, the CVA Officer will be responsible for field-level implementation of the project in line with the agreed work plans, standard operating procedures, guidance, and best practices. He/she will liaise with stakeholders to always account for while safeguarding the interests of DRC.
Your main duties and responsibilities will be:
Programme implementation
Develop or update the overall project implementation work plan in collaboration with the Referral Officer and Project Manager.
Ensure efficient implementation of activities in line with approved work plans i.e., nsure timely mobilization, sensitization, transfer of assistance, and reconciliation of actual transfers against plans.
Compile and submit quality reports as required on time.
Update trackers as may be guided and required by the Project Manager.
Support localization efforts, including mapping of local partner organizations.
Monitoring, Evaluation, Accountability, and Learning
Liaise with and support Referral Officer or any other lead MEAL staff in the effective operationalization of DRC Complaints and Feedback mechanism at field level.
Liaise with and support Referral Officer in logistical arrangements for data collection as may be required.
Participate in MEAL inspired review meetings as required.
Coordination and Representation:
Consistently participate in coordination meetings at UCC, interagency, regional or any other level as required.
Represent DRC/UCC as determined by the project Manager. You may be required to interface with donors and government representatives.
Human Resources, Administration, Supply Chain, Safety and Security:
Ensure the number of community outreach workers is at optimal level at all times. Determine the number, play a central role in the recruitment, placement, capacity development and supervision of community outreach workers.
Confirm and submit timely reports relevant for efficient administration of community outreach workers. Validate and share in a timely manner information the Country Office requires to ensure payments to incentive workers.
Working with relevant departments, ensure DRC Offices have all the basic supplies and consumables.
Develop a procurement plan and follow up to ensure it is approved and executed in accordance with existing DRC policies and provisions.
Act as focal point for safety and security for DRC personnel and equipment. Proactively identify, report and suggest measures to mitigate risks.
About you
To be successful in this role, we expect you to have technical expertise and experience in cash programming, notably in preparing for, overseeing disbursements, and handling complaints. Moreover, we also expect the following:
A Bachelor's degree in Economics, International Development, Social sciences, or related field.
A minimum of 3 years of experience implementing humanitarian interventions, preferably for displaced populations.
Analytical and planning skills.
Attention to detail, especially in matters relating to the preparation of disbursement lists, tracking of assistance transfers.
Demonstrable track record of meeting or exceeding programme targets, while maintaining technical quality.
Highly diplomatic with political awareness and understanding.
High-level communications and interpersonal skills.
Fluent in written and spoken English
Experience implementing FCDO DG-ECHO funded projects.
Possession of a valid riding permit. The project will provide a motorbike to aid mobility across the settlement
Ability to speak basic Swahili or Juba Arabic will be an added advantage.
