Project Context and Scope
The protection against Sexual Exploitation and Abuse (PSEA), including the prevention of and response to SEA, continues to gain momentum not only within the United Nations (UN) and Interagency Standing Committee (IASC) common systems but also amongst governments, institutional partners, media and the general public. ย
Over the past decade, IOM has increasingly been seen as a strong player supporting the prevention and response to SEA and Sexual Harassment within the UN, IASC, and amongst the humanitarian community. While significant progress has been made to prevent and respond to SEA within the Organization such as through the development of innovative PSEA trainings, the development of a misconduct platform to report SEA, and extensive interagency collaboration on PSEA, more needs to be done within country and at the programmatic level.ย ย
Under the direct supervision of the PSEAH Project Coordinator, the selected PSEAH Support Officer will support PSEAH related activities in IOM Pakistan.ย ย

Tasks to be performed under this contract
- Support conducting surveys and consultations with PSEAH focal points and staff to assess learning and awareness-raising /communication/ preferred IEC needs to inform the 2026 PSEAH and AAP Work Plan and Capacity Building Plan.ย
- In close collaboration with the PSEAH Project Coordinator and wider PSEAH Unit and mission PSEAH focal points: support PSEAH focal points to design unit-level work plans and training plans to roll out across their departments during 2026.ย
- Design capacity-building monitoring and documentation efforts, including developing indicators, tracking achievements, and identifying gaps and good practices to inform the PSEAH Action Plan.ย
- Design and roll out a PSEAH training plan for across the mission, focusing on higher risk contexts and projects.ย
- Develop and roll out PSEAH trainings across staff, personnel, Ips, vendors, and communities across the different provinces with the close support and coordination of PSEAH focal points.ย
- Map CFMs across the mission and report on possible duplication and gaps.ย
- Support the development of contextually appropriate communication and awareness-raising strategies and tools to ensure appropriate PSEAH messaging and knowledge on prohibited behaviours and avenues to report allegations of misconduct, to facilitate the localization of SEAH messaging across programmes.ย
- Prepare a final report summarizing key achievements, challenges, and recommendations to sustain and strengthen PSEAH and AAP efforts in Pakistan.ย
- Perform any other duties assigned.ย

Education
- Masterโs degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies Psychology and Social Science or a related field from an accredited academic institution with two years of relevant professional experience; orย ย
- University degree in the above fields with four years of relevant professional experience.ย ย
Experience
- Experience in PSEAH, safeguarding, safe programming, accountability to affected populations, humanitarian affairs, emergency preparedness, protection and human rightsย ย
- Experience in organizing and facilitating trainings, in particular capacity-building, and communication materials to promote behavior changeย ย
- Working experience with an operational UN agency or a major international NGO in the field of protection and assistance of refugees, IDPs and migrants.ย ย
- In depth knowledge of the broad range of subjects on protection and protection mainstreamingย ย
- Ability to organize work, workย independentlyย and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.ย
- Knowledgeย and understanding of IOMโs institutional approach on PSEAH and Ethics and related strategies, policies, rules and regulations;ย
- Knowledge of the UN system and architecture;
