1.Background
UNESCO is the specialized agency of the United Nations responsible for leading the Global Education Agenda 2030, through Sustainable Development Goal 4 (SDG 4) of the 2030 Agenda for Sustainable Development. In Latin America and the Caribbean, the UNESCO Regional Office in Santiago plays a central role in guiding, monitoring, and providing technical support to countries to advance towards the achievement of SDG 4. This is carried out across various lines of action, with the collaboration of other UNESCO offices and institutes, and in partnership with key stakeholders.
As part of its ongoing efforts, UNESCO Santiago, through the Latin American Laboratory for Assessment of the Quality of Education (LLECE), is leading the implementation of the Regional Comparative and Explanatory Study (ERCE) 2025. In this cycle, an innovative module on human mobility has been incorporated to enhance the accuracy and relevance of learning assessment data for students on the move. This initiative addresses the growing need for greater inclusion and representation of refugee and migrant learners, historically underrepresented in previous study cycles due to limited sample sizes and reduced data reliability.
The mobility module is piloted as an optional oversample in Colombia, Ecuador, and Brazil. It aims to generate methodological tools and good practices that improve this population's sampling, data analysis, and interpretation of learning outcomes. This work contributes to the broader goals of the 2030 Agenda and supports national efforts to promote equity and inclusion within education systems.
To strengthen the implementation and further development of this initiative, UNESCO Santiago is seeking consultants to support the design of methodological guidance documents and advocacy materials that foster the inclusion of refugee and migrant learners in learning assessments.

2. Objectives of the consultancy
Develop technical documents that inform the inclusion of students on the move in learning assessments in Latin America and the Caribbean.
Contribute to the generation of methodological guidance and good practices for sampling and data generation on students on the move.
Support advocacy efforts to encourage the inclusion of refugee and migrant learners in regional assessment frameworks.
3. Functions and key responsibilities
The consultants will contribute to developing and validating technical and advocacy materials related to the inclusion of students in situations of mobility in learning assessments in Latin America and the Caribbean. Their responsibilities will include:
-Research and analysis
Conduct analytical work to review and systematize existing tools and information systems relevant to the inclusion of refugee and migrant students in education data and assessments.-Technical document development
Draft methodological and strategic briefs that guide the integration of students on the move into learning assessments and education data systems.-Production of advocacy materials

REQUIRED QUALIFICATIONS
Education:
-Advanced university degree (masterโs level or equivalent) in Education, Social Sciences, Public Policy, Statistics, Demography, or a related field.
Work Experience:
-Minimum of 7 years of experience in research, technical assistance, or development of education-related studies or data systems.
-Demonstrated experience working with or producing learning assessments and/or EMIS tools in Latin America and the Caribbean.
Competencies:
-Strong knowledge of learning assessment methodologies and/or EMIS in Latin America.
-Understanding human mobility and education inclusion frameworks, especially concerning refugee and migrant students.
-Excellent analytical and writing skills.
-Ability to work independently and meet tight deadlines.
-Excellent interpersonal and cross-cultural communication skills.
-Fluency in Spanish is required.
Long Description
DESIRABLE QUALIFICATIONS
-Previous work with UN agencies, international organizations, or Ministries of Education in the LAC region.
-Experience designing tools or strategies for including vulnerable populations in national or regional education assessments.
-Familiarity with ERCE and/or LLECE processes and methodology.
-Working knowledge of English is desirable.
