The technical paper Work LocationUN-House ESCWA Expected duration3 months Duties and ResponsibilitiesBackground; The Ministry of Economy and Planning MEP of Saudi Arabia have been playing a more proactive role in shaping the country's trade policy and navigating the complexities of an increasingly interconnected global economy. As Saudi Arabia deepens its integration into global trade networks and pursues economic diversification under Vision 2030, the ability to evaluate trade policies and external economic shocks in a timely, data-driven, and systematic manner has become critical. In this context, ESCWA partnered with the Ministry to strengthen its technical capacity for trade policy analysis. One of the key pillars of this effort is the development of advanced trade modeling and simulation toolkits that can inform strategic decision-making at both national and regional levels. A cornerstone of this initiative is the construction of a detailed Micro- level Trade social accounting Matrix (Micro Trade SAM) for Saudi Arabia. This matrix serves as a comprehensive and consistent representation of the country's economic structure, capturing detailed inter-linkages between production activities, commodity flows, institutional sectors (households, government, rest of the world), and the external trade sector at a disaggregated level. Objectives: The objective of this consultancy is to hire a consultant to develop a detailed Micro trade SAM for Saudi Arabia for the most recent year. Duties and Responsibilities: The following activities will be implemented by the consultant: Act 1. Develop version 1 of the Macro and Micro Social accounting matrix for Saudi Arabia using the latest detailed input output and supply and uses tables for Saudi economy for the year 2023. Act 2. Using version 1 of the Micro SAM, develop a new Micro SAM covering the following new features: - Integrate advalorem equivalent for non-tariff barriers at sectoral level - Integrate separately major trade partners of Saudi Arabia - Integrate separately the extraction of crude oil in the value added account. - Estimate and integrate market powers in key sectors in the Saudi economy using appropriate techniques and available data - Extend disaggregation of labor and households sectors using additional data to be provided by the Ministry (to be confirmed by the Ministry) - Detailed treatment of government account by revenue and expenditures categories - Detailed treatment of financing options of the government account - Detailed treatment of investment by category (domestic private, public, and private foreigner) - Integrate additional accounts as per the Ministry’s request and the specific features of the country trade dynamic CGE model for Saudi economy. - Ensure macroeconomic consistency of the Micro SAM with the government budget, trade balance, and foreign payments. - Use appropriate techniques to ensure a balanced final Micro SAM Act. 3: Prepare a technical paper describing the steps followed in building the trade oriented Micro SAM for Saudi Arabia as well as the data used in the process. Qualifications/special skillsA PhD degree in applied economics is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 10 years of professional experience in developing and applying SAMs and CGE models is required. Experience in using appropriate techniques to conciliate data and balance SAMs is required. Experience in dealing with Advalorem equivalent of non-tariff measures and market power is required. Knowledge of Trade, logistics, digital transformation is desirable. LanguagesEnglish and French are the working languages of the United Nations secretariat and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required. Knowledge of English is desirable. Notes: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “knowledge of” equals a rating of ‘confident’ in two of the four areas.
