Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโ€™s largest humanitarian organisation, comprising a network of 191 National Societies. The overarching aim of the IFRC is โ€œto inspire, encourage, facilitate, and promote all forms of humanitarian activities by National Societies with the goal of preventing and alleviating human suffering, thus contributing to the promotion and preservation of human dignity and peace worldwide.โ€ The IFRC strives to meet the needs and improve the lives of vulnerable populations before, during, and after disasters, health emergencies, and other crises.

As part of the International Red Cross and Red Crescent Movement (Movement), the IFRC works in conjunction with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is underpinned by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. For the coming decade, the organisation will be steered by the principles outlined in the IFRC Strategy 2030: \"Platform for change โ€“ global reach, local action.\"

Headquartered in Geneva, Switzerland, the IFRC is led by its Secretary General and structured into several key divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy, and Digitalisation (GRHDD); and (iii) Management Policy, Strategy, and Corporate Services (MPSCS).

The IFRC operates through five regional offices located in: (i) Nairobi, Kenya (Africa Region); (ii) Kuala Lumpur, Malaysia (Asia Pacific Region); (iii) Beirut, Lebanon (Middle East and North Africa Region); (iv) Budapest, Hungary (Europe Region); and (v) Panama City, Panama (Americas Region). Additionally, the IFRC maintains country cluster delegations and country delegations around the globe. Together, the Geneva headquarters and its global field structure form the IFRC Secretariat.

The conflict in Syria remains the most extensive and complex humanitarian crisis worldwide, leading to both internal and external displacement, thousands of lives lost, and significant destruction to infrastructure, homes, and livelihoods. Currently, over five million Syrians are displaced in neighbouring countries, including Egypt, Iraq, Jordan, Lebanon, Tรผrkiye, and across North Africa. Tรผrkiye alone hosts around 3.6 million registered refugees, primarily from Syria but also from Somalia, Iraq, Iran, and Afghanistan, making it the country with the largest refugee population globally.
On 6 February 2023, two devastating earthquakes struck Southeast Tรผrkiye, resulting in the deaths of more than 50,000 people and economic losses exceeding USD 100 billion, marking it the most catastrophic disaster the country has faced in a century. In response, the IFRC launched an Emergency Appeal to support the Turkish Red Crescent Society (TRCS) in its relief and recovery efforts, planned through to 2025.
The Turkish Red Crescent Society has played a key role in assisting both refugee and host communities in Tรผrkiye. TRCS swiftly responded to the influx of Syrian and other refugees by deploying staff and volunteers and establishing dedicated structures to provide protection and initial support to those in need. The IFRC continues to aid TRCS in addressing the growing humanitarian needs within Tรผrkiye, stemming from both the Syrian crisis and other concurrent emergencies. Additionally, the IFRC supports TRCS in responding to the humanitarian crisis in Ukraine by providing financial resources to help address the needs of Ukrainian refugees who have sought safety in Tรผrkiye.

Through its current and upcoming Unified Plan (2025-2027), the IFRC continues to support the TRCS across various programmes, in alignment with the National Societyโ€™s Strategic Priorities and Capacity Support (Enablers) needs.

Job Purpose

The position holder will be seconded to Turkish Red Crescent.

In line with the organization's vision, strategy, and objectives; ensuring that the financial tasks and processes carried out within the coordination are conducted in accordance with corporate and legal regulations, and managing relationships with funding organizations, as well as monitoring and reporting on financial processes.

Job Duties and Responsibilities
Conducting research and development activities related to the field of operation Development, preparation, monitoring, and reporting of projects related to the field of operation In accordance with the training received on Occupational Health and Safety (OHS) and employer instructions: Not to endanger the health and safety of other employees affected by their actions or work. Use machinery, devices, tools, equipment, hazardous materials, transport equipment, and production tools in compliance with regulations, correctly use safety equipment, not remove or alter them arbitrarily, and report when there is a serious/imminent danger or when protection measures are found to be inadequate. Correctly use and protect the personal protective equipment provided to them. Immediately notify the employer or employee representative when they encounter a serious or imminent health and safety risk or identify a deficiency in protective measures in machinery, devices, tools, equipment, facilities, and buildings in the workplace. Collaborate with the employer and employee representative to ensure occupational health and safety in their area of responsibility. Follow and update the legal regulations they are obligated to comply with within the scope of their duties and work on improving the implementation of these regulations. Monitoring the legal regulations, they are required to comply with within their field of activity and working on updating the implementations Carrying out the tasks assigned in disaster response activities carried out by the association Carrying out other tasks related to the area of responsibility assigned by managers Carrying out budget activities with funding providers Coordinating with sectors to ensure the monitoring of budgets throughout the year Monitoring project funds, reporting on a monthly basis and/or at the frequency requested by funding providers, and preparing and storing supporting expenditure documents Monitoring the appropriateness of expenses incurred within the scope of projects Preparing account opening documents and fund request letters for future funding Regularly monitoring account and budget items in SAP and ensuring their alignment with the program budget Preparing transfer request letters for budget transfers Participating in corporate projects related to the area of responsibility and monitoring the progress of the work Providing support to external auditors for audit activities
