The humanitarian crisis in Burkina Faso is multifaceted, due to growing insecurity, the impact of climate change, severe food and nutrition crises, and floods. Humanitarian access is deteriorating, as is access to basic social services in areas affected by insecurity. The Sahel, East, Centre-North, North and Boucle du Mouhoun are the most affected regions, but an increasing number of incidents are recorded in regions such as the Hauts-Bassin and Cascades and border areas with coastal countries.
The National Council for Emergency Relief and Rehabilitation (CONASUR), the government institution responsible for collecting data and coordinating the humanitarian response, registered 2,062,534 IDPs (58.50% children) in March 2023, an increase of 3.17% compared to registered IDPs in February 2023. The crisis has particularly affected the education and health systems and the needs for Water, Hygiene and Sanitation.
Indeed, GANI's strategy has changed dramatically, with an increase in attacks on community infrastructure, including water points, telecommunications services and bridges, the increased use of improvised explosive devices (IEDs) and direct threats to communications in several areas have forced many people to leave their villages. The consequence is the increase in areas declared \"isolated\" by the Humanitarian Access Working Group, and the consequent challenges for humanitarian access. UNICEF has put in place several strategies to address the challenges of humanitarian access, including localization of humanitarian assistance, strengthening internal capacities for rapid response and inter-agency operational collaboration, to be able to support communities in the most affected areas with a multisectoral package of services, in line with the Core Commitments for Children (CCC).
In response to this situation, UNICEF is supporting the government in structuring the humanitarian response through technical and financial support to urgently meet the needs of vulnerable people by considering the Nexus, peacebuilding and strengthening the resilience of communities to climate change.

Summary of key functions/accountabilities:
Programme development and planning Contribute to the preparation and updating of the situation analysis for the development, design and management of education related programmes/projects. Research and report on development trends (economic, social, health etc.) and data for use in programme development, management, monitoring, evaluation and delivery of results. Contribute to the Situation Analysis for programme development and management by collecting and analyzing data and monitoring implementation progress. Identify critical areas for intervention and measures by administering a consistent and transparent monitoring system; analyse area level socio-political trends and their implications for ongoing programmes and projects. Draft or prepare programme work plans as required. Propose adjustments/changes in work plans. Propose program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices. Contribute to the development and establishment of sectoral programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and goal setting. Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluation of results. Contribute to coherence, synergy and added value to zone/area programming, area program planning and design processes using a results-based management and results-based approach. Provide technical recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women. Programme management, monitoring and delivery of results Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues. Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders. Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution. Ensure programme funds are optimally used through monitoring the implementation of activities in line with the agreed partnership and/or contractual arrangements. Take appropriate actions and make recommendations to ensure quality of the programme and optimize use of programme funds. Prepare draft inputs for programme/donor reporting. Support the Education Cluster at Regional level and provide technical support, guidance, and capacity development to cluster partners and relevant stakeholders. Contribute to the monthly Situation Report with analyses of the humanitarian situation and reporting of the Education response in the Est and Centre-Est Regions. Technical and operational support to Programme implementation Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results. Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results. Networking and partnership building Build and sustain close working partnerships with government counterparts and implementing partners at the regional level through active sharing of information and knowledge to facilitate Programme implementation and build capacity of stakeholders to achieve the education output results. Draft communication and information materials for the education Programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for education. Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable Programme and projects. Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related Programme/projects. Innovation, knowledge management and capacity building Assist in the development, implementation, monitoring and documentation of education action research and innovation (technical or systems).ย Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall education sector development. University degree in one of the following fields is required: education, psychology, sociology or another relevant technical field. A minimum ofย two (02) years of relevant work experience in programme planning, management, and/or research in education is required. Experience working in a developing country is considered as an asset. Field work experience and background/familiarity with Emergency is required.
