The Organizational Setting
ICAO OPAS Officer will be assigned to the General Authority of Civil Aviation (GACA) under the Aviation Safety and Environmental Sustainability Sector through ICAO CDI project Number SAU22801. The officer will be assigned to carry out his respected duties and responsibilities established within this specific job description, and he will be under the direct leadership and supervision of assigned superiors, within the GACA structure.
Major duties and Responsibilities
Function 1 (incl. Expected results)
- Must be a professionally qualified Physician and licensed in the practice of medicine.
- Must have obtained the Basic Aviation Medicine training at an internationally recognized institution.
- Possess extensive knowledge of regulatory and clinical civil aviation medicine.
- Have detailed knowledge and understanding of Civil Aviation Authority rules, regulations, policies and procedures related to the medical certification of aviation personnel.
- Provide assistance to Aviation Medicine for the establishment of appropriate procedures relating to the aeromedical examination process, including oversight of the competency of medical examiners, audit of medical examination reports and confidentiality of medical records.
- Provide assistance to the GACA Medical Assessor in the establishment of the Regulatory Aviation Medicine Procedures Manual for Medical Examination and Assessment Processes.
- Provide advice to the GACA Medical Assessor in the preparation of procedure and guidance materials for the medical examiners.
- Participation in the development or amendment of relevant GAGAR and CAPSCA documents and manuals, for quality and consistency with ICAO/FAA policies and provisions.
- Standardization of aviation medicine manuals and procedures in line with their application in our state.

Impact of The Outcome of the PositionThe cooperation provided under this project aims to reinforce the GACA capacity to provide safe, efficient, and cost-effective civil aviation services through the input of ICAO Advisers and Consultants in specialized disciplines to address specific problems arising from the introduction of new technologies; develop a manpower and training plan, as well as a career progression plan, which will provide sound guidance for management decisions affecting the hiring, training, promotion, and retention of its highly trained personnel.

Qualifications and Experience
Education
- Medical Degree, MD.
Professional experience
Essential:
- Excellent analytical skills, including the ability to interpret medical information, summarize findings and contribute to/ draft reports/Regulation.ย
- Worked in the same field (aviation medicine) with other international civil aviation authorities.ย
- Aerospace Medicine EASA regulation.
ย Desirable:
- Experience in aviation psychology, mental wellbeing or human factors in aviation.
