PURPOSE OF POSITION
The International Agency for Research on Cancer (IARC) is the specialized cancer agency of the World Health Organization. The objective of the IARC is to promote international collaboration in cancer research.
The role of Services to Science and Research (SSR) branch is to support the achievement of IARCโs scientific objectives through efficient and effective management of the Agencyโs resources and provision of administrative services, ensuring accountable risk mitigation and implementing strategies to strengthen capacities and maximize IARCโs impact.
Within the Services to Science and Research (SSR), the Administrative Services Office (ASO) is responsible for the delivery of administrative support and services to the Agency and field staff in the following areas: building management, maintenance and repairs, conference services, procurement, supplies and equipment, communication and records, documents production, assets management, insurance, transportation, logistics, security and safety, business continuity, travel services, UNLP, visas, and cafeteria. The ASO provides a service to support the successful implementation of the Agencyโs scientific activities.
The incumbent is part of the Administrative Service Office (ASO), and reporting directly to the Head of ASO. The Associate Technical Services and Maintenance Officer is responsible for supervising the IARC technical team as well as external companies providing site maintenance.
DESCRIPTION OF DUTIES
The incumbent ย will perform the below duties:
1. Oversee and monitor the multi-technical maintenance contract: Track preventive and corrective maintenance operations performed by the service provider, ensure proper contract execution, and adherence to deadlines and service scope.ย
2. Act as energy manager: Monitor building energy consumption, analyze usage, and implement measures to reduce energy consumption. Manage contractual relationships with energy suppliers.ย
3. Coordinate interventions and maintenance providers in relation to research activities and events hosted at IARC to ensure service continuity.ย
4. Draft and update maintenance procedures, maintenance plans, and intervention reports in coordination with the maintenance company.ย
5. Utilize monitoring tools such as the Computerized Maintenance Management System (CMMS), SAM Facility Management (SAM FM) and the Building Management System (BMS) (Linksper) to produce activity and performance reports.ย
6. Lead IARC technical team and oversee the multi-technical maintenance solutions provided by the maintenance supplier.
7. Support the Administrative Services Officer in preparing the annual maintenance and energy consumption budget.ย
8. Contribute to continuous improvement of technical installations (reliability, modernization, replacement).ย
9. Establish and monitor key performance indicators related to maintenance and energy consumption.

REQUIRED QUALIFICATIONS
EDUCATION
Essential: First university degree in building engineering and design, building maintenance and facility management, energy management or closely related field.
Desirable: ย Masterโs degree in related field. Qualification in Project Management.
PROFESSIONAL EXPERIENCE
Essential: At least two years of professional experience in facility management, building maintenance, and/or energy management.
Desirable: Experience in
โข Laboratory or research facility environments.
โข United Nations or other international organizations.
FUNCTIONAL SKILLS AND KNOWLEDGE
Essential:
โข Strong knowledge in building engineering, particularly in Heating, Ventilation, & Air Conditioning (HVAC), high and low voltage electrical systems, energy systems, and integration/automation systems.ย
โข Experience and understanding of research laboratory environments.ย
โข Knowledge and experience of multi-technical and multi-service contracts.ย
โข Proficiency in using CMMS tools to ensure continuity of maintenance operations.ย
โข Proficiency in using BMS systems to optimize HVAC operations.ย
โข Ability to advise, analyze, synthesize, and provide expert insight.ย
โข Capable of leading changes: uniting, engaging, and working in teams, especially in a project-based mode.ย
โข Strong organizational skills, autonomy, precision, and ability to work in a regulated environment.

USE OF LANGUAGE SKILLS
Expert knowledge of French is essential. Working knowledge of English is essential.

REMUNERATION
The fixed remuneration for the above position currently amounts to EUR 5,602 per month and is expressed net of income tax but before deduction of the employee share contributions for mandatory participation in the United Nations Joint Staff Pension Fund (UNJSPF) and in the Organizationโs private insurance plans covering health, accident, illness, and disability.
Other benefits include different types of leave and allowances for dependent family members.
Employment status is that of an international civil servant.
Note: due to the legal status of WHO/IARC as an international organization, its staff do not contribute to and do not generate benefits in French mandatory schemes for health insurance (โassurance maladieโ), pension (โassurance vieillesse/retraite or unemployment (โPรดle-Emploiโ) throughout their period of employment with the Agency.
