    Organizational Setting and Reporting Relationship
    The position of Associate Procurement and Contracts Officer resides with the Procurement and Contracts Division (CSPC) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated International Staff.

    Your Role
    As the Associate Procurement and Contracts Officer, you will undertake proper and efficient procurement and contracting for the Field Office Support Unit under CSD and other projects. You will work with clients for strategic procurement planning and risk mitigation. You will also support other procurement projects including capacity building and e-procurement.

    You will:

  • Coordinate with clients for strategic procurement planning and provide advice on sourcing options, methods, timeline, supply market, potential bottlenecks, and mitigation measures.
Handle end-to-end procurement process including preparation of bid documents, bid issuance, bid evaluation, and contract negotiation. Organize and facilitate pre-bid meetings and site inspections with user-sections, and discussions on procurement and contract related issues. Negotiate with suppliers for best prices, terms and conditions, follow-up on origin and destination charges and marine insurance. Monitor and keep track of procurement activities at all stages and provide regular statistics. Provide administrative support during audit review and the implementation of relevant audit action plans. Support the Secretary of the Institutional Procurement Committee for contract awards for Field Offices. Provide fit-for-purpose, corporate procurement advice, training and instructions to Field Offices based on established guidelines and procedures. Identify opportunities for continuous improvement of processes and promote efficiency, innovation, and collaboration. Perform other tasks that may be assigned and reflected in your workplan.

Qualifications

You will need:

Bachelor's degree in law, business administration, accounting, computer science, engineering, or related fields; preferably with advanced training. Recognized procurement certification (e.g., CIPS, CPSM) is advantageous. At least 5 years' relevant experience in procurement and contract management of works, goods and services, including at least 3 years' of experience with an international organization's procurement procedures, e-procurement systems, service contracts, and service level agreements. Experience in procurement for construction and fit-out projects. Knowledge of relevant software used in the procurement process and record management. Proficient in handling procurement and contracts covering wide range of commonly used or specialized items. Experience managing confidential information with utmost care and experience organizing and managing multiple tasks. Liaise and work with staff within own work location and throughout ADB and able to work with teams as a constructive team member. Experience working with individuals from different cultural/national backgrounds. Excellent command of written and verbal communication skills in English.
