Division of Development Partnerships and Programme Delivery (DPPD) - Private Sector & Philanthropic Engagement Unit (PSPE) WMO is committed to achieving diversity and a balanced workforce. DUTIES AND RESPONSIBILITIES

The Private Sector & Philanthropic Engagement Unit (PSPE), within the Division of Development Partnerships and Programme Delivery (DPPD), coordinates WMOโ€™s institutional engagement with private and non-state actors, including foundations, philanthropies, commercial entities, business associations and high net worth individuals. PSPE focuses on mobilizing private and philanthropic resources (financial and in-kind) by cultivating high-impact partnerships, as well as supporting WMO technical departments and Members to pursue impactful and mutually beneficial collaboration with the private sector.

Within the framework of the WMO Weather, Climate and Water Intelligence Commons (โ€œWMO Commonsโ€), PSPE leads engagement with private, philanthropic, and non-state contributors, while working in close partnership with the Multilateral Finance and Development Partnerships Unit (MFDP), which leads engagement with public-sector actors.

PSPE works closely with the WMO technical departments to coordinate engagement with private sector actors engaged in monitoring and forecasting of weather, climate and water, including the HydroMeteorological and Environmental Industry (HMEI, a business association) and big tech.

ABOUT THE ROLE

Under the overall guidance of the Director, DPPD, and the direct supervision of the Private Sector Engagement Officer (who serves as Head of PSPE), the incumbent will collaborate closely with relevant external partners and WMO departments.

The Officerโ€™s primary responsibility is to contribute to WMOโ€™s institutional objectives by supporting engagement with private sector actors, strengthening partnerships and advancing the operationalisation of key initiatives, while supporting the application of WMOโ€™s risk management, due diligence, and reputational safeguard frameworks. The incumbent will perform the following duties:

(a) Informed by the rapidly evolving landscape of the global weather enterprise, the incumbent will serve as liaison for WMOโ€™s collaboration with private sector actors delivering weather and climate infrastructure and services, including but not limited to the HydroMeteorological and Environmental Industry (HMEI, a business association), its members, and big tech.

(b) WMO has previously organized โ€œOpen Consultative Platformsโ€ (OCPs) at the global and regional levels to foster public-private engagement with National Meteorolgoical and Hydrological Services (NMHSs) and the broader system WMO-coordinated system. Under ongoing institutional reform, the OCPs may transition to more modern, dynamic and fit-for-purpose engagement platforms and processes. The incumbent will support this potential transition and lead organization of subsequent activities.

(c) WMOโ€™s technical departments hold primary responsibility for contents-focused engagement with private sector actors delivering weather and climate infrastructure and services. The incumbent shall liaise closely with them, helping ensure a coordinated approach across all of WMO and particularly with DPPD. This incudes activities under WMOโ€™s call for collaboration on AI monitoring and prediction.

(d) To help facilitate piloting of public-private engagement through WMOโ€™s projects, the incumbent shall liaise with the Project Development and Management Unit (PDMU), Technical Coordination Unit (TCU), and project managers.

(e) Informed by opportunities and demand, the incumbent shall help identify and plan events that add value to dialogue and knowledge generation across the global weather enterprise.

(f) The incumbent shall support the development of communication materials and maintain the PSPE section of the WMO website, as well as contributing to briefing notes/talking points for DPPD and WMO leadership.

(g) As a critical staff of PSPE, the incumbent shall support the WMO Weather, Climate and Water Intelligence Commons and carry out other activities as required.

(h) Support due diligence assessments of potential non-state and private-sector partners, contributing to WMOโ€™s risk management and reputational safeguards and to the maintenance of policies, tools, and guidance for responsible and transparent engagement.

QUALIFICATIONS
Education
Master's degree in business or public administration, social or political sciences, economics, international cooperation or related field. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master's degree.
Experience
A minimum of 2 years of experience in public-private engagement, in particular in topics, activities and processes related to the global weather enterprise.
Other requirements
- Strong analytical, organizational, and problem-solving skills.
- Excellent communication, negotiation, and facilitation skills.
- Familiarity with the concepts of global public goods, especially swith regards to environmental monitoring and forecasting.
- Ability to work in a multicultural environment and to foster diversity, team spirit, and collaboration.

The position is funded from regular budget. SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 56046
