    Organizational Setting and Reporting Relationship

    The position is assigned to the IT Finance and User Services Division (ITFS) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Designated Technical International Staff and Officer.

    Your Role

    As Associate IT Officer (Business Analysis), you will identify, analyze, and document user needs to help deliver automation solutions. You will be a bridge between stakeholders and technical teams, ensuring that requirements are captured and translated into scalable solutions. You will support solution planning, product backlog management, and sprint coordination, while also contributing to IT governance by ensuring compliance with policies, data standards, and documentation requirements throughout the solution lifecycle.

    You will:

  • Strategy, Planning, and Client Management
  • Identify and engage project clients, defining user groups and their needs to ensure comprehensive coverage of requirements.
Conduct workshops, interviews, and surveys to gather and validate user requirements and document current-state business processes. Define the scope and goals of requirements analysis for each initiative, establishing clear metrics, impact, and success criteria. Collaborate with clients and delivery teams to prioritize and refine requirements based on benefits and implementation feasibility. Product Design and Development Translate user needs into clear user stories and product features aligned with automation strategy and platform capabilities. Support solution planning and co-develop functional designs with technical teams for Power Platform, SharePoint, and low-code automation tools. Manage the product backlog, contributing to sprint planning and delivery. Monitor release schedules and delivery progress as part of portfolio tracking and reporting. Ensure traceability of requirements throughout the development lifecycle, from planning to deployment. Implementation and Support Validate that delivered features meet user expectations and needs. Participate in defining post-implementation support plans with technical and operations teams. Collaborate with IT support teams and service providers to ensure reliable operations of deployed automation solutions. Communicate with team members and partners regarding system status, upcoming releases, and issue resolutions. Governance and Operational Oversight Ensure all requirements and solutions comply with internal policies, governance frameworks, data standards, and documentation protocols. Maintain high-quality documentation using standard templates and tools. Facilitate communication of requirement changes or risk-related updates to relevant partners and project sponsors.

Qualifications

You will need:

Bachelor's degree in Management Information Systems, Computer Science, Business Administration, Accounting, or related areas. At least 5 years of relevant professional experience in business analysis, digital solution delivery, or automation-related projects. Experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development Working knowledge of Microsoft Power Platform (Power Apps, Power Automate), SharePoint, and Azure DevOps for backlog management and sprint tracking. Familiarity with Agile delivery methodologies, DevOps practices, CI/CD pipelines, and modern software development lifecycle frameworks. Understanding of automation technologies, digital process optimization, and low-code/no-code solution design. Experience translating user needs into functional and technical requirements using user stories, process models, and wireframes. Experience supporting QA/testing, release planning, and post-implementation support. Knowledge of IT governance, policy compliance, and documentation standards across the solution lifecycle. Experience analyzing problems, identifying insights, and developing relevant solutions while focusing on delivering value. Experience communicating and engaging with team members and partners, facilitating discussions and ensuring clear understanding of goals and requirements. Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
