SUPERVISION:

The incumbent will be based in Nairobi and functionally embedded across the Protection, Site Management, and Shelter/NFI Clusters. The officer will report to the Senior Protection Cluster Coordination Officer (line manager) and will receive technical guidance and tasking jointly from the three Cluster Coordinators. A coordination mechanism (e.g., a tri-cluster weekly call) will be in place to prioritize deliverables and align expectations.

OPERATIONAL CONTEXT:

Fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has persisted since the beginning of hostilities on 15th April 2023, resulting in widespread violence across various regions in Sudan, including Khartoum, Kordofan states, Darfur states, and Blue Nile state. Despite several efforts to broker the peace agreements by both SAF and RSF, the fighting continues. As of 7 May 2025, over 12 million people had to flee their homes, resulting in 8.13 million internally displaced and over 3.9 million persons displaced (including returnees) to neighboring countries such as Central African Republic, Chad, Egypt, Ethiopia, and South Sudan.

Alarming reports indicate indiscriminate attacks on civilian infrastructure, including markets and hospitals, as well as widespread looting of homes, humanitarian facilities, and critical records from public institutions such as courts and land offices. These distressing trends highlight the breakdown of the rule of law and institutions to protect the civilian population, intensifying the humanitarian crisis in Sudan. The protection of civilians remains a significant concern, with reports of escalating use of sexual and gender-based violence, targeted attacks on - or harm against - civilians based on ethnicity, grave violations of children's rights, family separations, theft, extortion, and the threat posed by unexploded ordnances. Moreover, the closure of schools and limited access to social services have increased the vulnerability of children to recruitment or association with armed groups.

With the dramatic increase in internal displacement in Sudan, the number of collective centers, colloquially referred to as gathering sites sheltering IDPs across the country continues to grow exponentially. Displacement is now ongoing whilst return to areas of origin is significantly increased, though shelter solutions remain limited. The collective centers (gathering sites) are not equipped or appropriate for longer term shelters and conditions also remain precarious and overcrowded. With the Governmentโ€™s announcement to reopen schools, there is now an urgent imperative to find solutions that both support childrenโ€™s return to schools, and while at the same time ensure access to appropriate, safe and sustainable shelter for the affected population. Site Management Cluster and IOM DTM estimate that 28% (3,473,175) of displaced population (post April 2023) are hosted in sites and site-like settings i.e, in collective centers (schools/public buildings etc, in camps, and in open area informal settlements.

In addition to the massive displacement, the intensity and indiscriminate nature of the clashes have not only caused extensive civilian casualties but also led to the devastating destruction of vital infrastructure, housing, and household assets. Widespread looting, particularly in places of return, has also necessitated provision of humanitarian responses, including NFI kits, tents and shelter materials. At the same time, the disruption of supply chains is causing local market functionality to falter, leading to a severe scarcity of fuel and other basic commodities, including NFIs and Shelter materials, causing prices to skyrocket. The situation has further led to considerable losses of additional physical assets, including partner offices, warehouses, vehicles, and equipment, subsequently increasing operational costs.
Telecommunication services have also been severely impacted, resulting in connectivity issues nationwide. This is coupled with the frequent power outages. These challenges constraining coordination efforts, including all forms of data collection from the field, including reporting and assessments in areas where physical access is constrained.

NATURE OF THE POST:

The primary aim of this mission is to provide information management support within UNHCR-led Tri Clusters namely Protection, Shelter/NFI and Site Management Clusters in Sudan, ensuring efficient coordination, precise data collection and analysis, effective information dissemination, and the development of compelling communications and advocacy materials aimed at raising the profile of the Sudan crisis among external audiences, including donors and the international community. The IM officer is expected to put in place a national strategy on Information Management that transcend across the Tri-Cluster, operationalize data standards developed at global or national level and provide necessary training to clusters members.

OBJECTIVES:

- Bolster the accuracy and efficiency of data collection through bilateral follow up with the Tri- Cluster partners.
- Fulfill reporting requirements and strengthen advocacy efforts by meticulously compiling response monitoring data, producing well-written narrative reports, and compelling communications materials for wide audiences.
- Maintain existing information management tools developed in ActivityInfo, PowerBi, KoBo, Klaviyo, etc. This entails undertaking necessary revisions and adaptations, along with seizing opportunities for innovation and improvement to elevate the efficiency of data collection, analysis, and dissemination.
- Strengthen UNHCR-led Clustersโ€™ strategic planning and decision-making through data-driven insights.
- Support the information management aspects of the HRP review and HRP development for Tri Clusters (Protection, NFI/Shelter, Site Management).
- Strengthen coordination services and meeting management by meticulously producing meeting minutes, efficiently tracking attendance, maintaining the Cluster contact list, managing user access to the 5W database, and conducting thorough analysis of partner engagement.
- Deliver integrated dashboards and analytical reports that inform joint planning and funding advocacy (e.g., for HRP and CERF submissions) when required by cluster coordinators.
- Facilitate production of protection-sensitive multi-sectoral maps and severity matrices.
- Lead capacity-building efforts for cluster focal points and partners on joint data standards.

RESPONSIBILITIES:

Under the supervision of the Senior Protection Cluster Coordination Officer and Technical line Management with the Site Management and S/NFI Cluster Coordinator(s), the selected candidate will:

- Engage in bilateral communication with Cluster partners to validate and ensure the accuracy of records maintained in the ActivityInfo 5Ws databases for all three clusters.
- Support the three clusters in the analysis of processed data and information and perform data quality and consistency control.
- Compile response monitoring data and generate comprehensive narrative reports for both OCHA and the Refugee Consultation Forum.
- Ensure consistent follow-up with 18 sub-national cluster coordinators of three clusters to ensure punctual completion and submission of state-level gap analysis sheets and bi-weekly reports.
- Create compelling communications and advocacy materials which amplify our work and needs to a wider audience and enhance donor confidence and catalyze the mobilization of additional resources.
- Manage user access in the ActivityInfo 5Ws databases, and make necessary adjustments to the database design, data collection forms, and reports directly within ActivityInfo.
- Maintain and update existing PowerBi dashboards as required, and design and implement new ones to suit evolving needs.
- Improve existing tools for Stock Mapping and Post Distribution monitoring, as well as develop new tools in Kobo as necessary.
- Ensure cluster contact management and information dissemination via Kobo, Klaviyo, alongside analyzing partner engagement to optimize communication efforts.
- Provide information management support to cluster specific and joint/ harmonized needs assessments and support the clusters coordinators in developing tools and making methodological decisions about needs assessment design.
- Facilitate the information management aspects of the HRP 2026 development, including comprehensive needs analysis and calculation of the PiN and severity figures at locality level, in line with JIAF 2.0 for Protection, Site Management and Shelter/NFI Cluster as well as Shelter Severity Classification (SSC) system developed by the Global Shelter Cluster (GSC).
- Facilitate the calculation of the three clusters-specific funding requirements through activity-based costing and locality level targets with further prioritization specific to each activity and population group.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Actively represent three UNHCR-led Clusters in the Information Management Working Group, and any other relevant meetings as required, feeding back to the clusterโ€™s coordination teams as relevant.
- Facilitate the training of Cluster partners and coordination team members on the utilization of Cluster information management tools and products, as required. Further, extend training on essential skills such as data collection, analysis, visualization, and protection of sensitive data, to enhance the overall capacity of key partners.
- Maintain the Sudan pages on the Global Clusters platforms and ReliefWeb websites, ensuring that all relevant documents and information are regularly posted and updated, thereby providing real-time access to essential data and resources.
- Produce quarterly factsheets for the Global Shelter Cluster (GSC), share quarterly response monitoring data with GSC, and maintain regular liaison with GSC information management officers.
- Develop and assist in the implementation and operationalization of a national strategy on Information Management that transcends across the Tri-Cluster.
- Ensure that the clusters' coordination teams have access to robust systems for file storage and e-mail.
- Develop and/or operationalize or enhance clusters' specific common data standards to be promoted among cluster memberships.
- Perform any other duties as required.

PROFILE:

Experience:

โ€ข At least 6 years of relevant work experience (4 years with advanced university degree).
โ€ข Knowledge of the UN system and the humanitarian community, specifically with regards to inter-agency/ Cluster Coordination and the Humanitarian Program Cycle (HPC).
โ€ข Proven experience in working with information management tools and databases (ActivityInfo, PowerBi, KoBo, Klaviyo, ArcGIS, etc.)
โ€ข Track record in producing high-quality reports and communications materials for a variety of audiences, including donors, underpinned by proven proficiency in utilizing Adobe Creative Suite tools.
โ€ข Experience in liaising with a wide range of partners, including humanitarian actors, donors, and government officials.
โ€ข Knowledge of relevant shelter guidelines, standards and indicators is desirable.
โ€ข Successful participation in UNHCRโ€™s Operational Data Management Learning Programme, Training for Information Management in Emergencies or equivalent training programmes is desirable.
โ€ข Experience in website design / content management (Drupal) is desirable.
