    Organizational Setting and Reporting Relationship

    The position of Associate Human Resource Officer is assigned in the Culture and Talent Division (BPCT) within the Budget, People, and Management Systems Department (BPMSD).

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International Staff and Senior Officer.

    Your Role

    As an Associate Human Resource Officer, you will undertake and coordinate a range of analytical and technical support to the design and implementation of various BPCT initiatives and programs. You will also support the preparation and monitoring of the division's annual budget and may be asked to support projects covering diversity, inclusion and belonging when needed.

    You will:

  • Help implement assigned BPCT initiatives and programs, coordinating within and beyond BPCT to ensure smooth implementation and integration.
Administer contracts through the Consultant Management System and effectively manage the contract lifecycle for experts sourced externally by ADB to deliver key program initiatives. Engage and liaise with consultants on contract matters, including review and processing of claims, preparing contract variations as required and ensuring contract budget is utilized appropriately. Support the procurement processes by assisting in the drafting of terms of reference and conducting market research. Contribute to the preparation of the annual and mid-year internal administrative expense and operational budget of the division, including the bank-wide staff development budget (short-term assignment, external and internal learning programs). Consolidate and track the budget requirements from various teams within BPCT for supervisor's review, input the agreed budget data into the system and submit reallocation requests as agreed and approved by the supervisor. Monitor progress and issues in budget utilization for efficient and effective resource use and ensure that deviations are properly accounted for and justified. Monitor the efficiency and effectiveness of work methods and processes and make improvements as required. Coordinate with internal clients and stakeholders and assist in responding to HR-related requests from other departments/divisions in ADB on assigned projects and initiatives when needed. Perform other tasks as assigned and reflected in the staff's workplan.

Qualifications

You will need:

Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or related fields, preferably with advanced training. At least 5 years of relevant professional experience in the same line of work, ideally with budget management experience and business knowledge of relevant human resources management areas. Experience in making strong and visually appealing communication materials using various software. Structured way of working. Proficient with various computer platforms related to budget management. Cultural sensitivity and ability to work with individuals from different cultural/national backgrounds and able to work collaboratively with teams as a constructive team member. Ability to work with minimum supervision. A willingness and curiosity for developing competencies outside of own expertise. Excellent written and verbal communication skills in English.
