    Organizational Setting and Reporting Relationship

    The position of Associate Economics Officer is assigned to the Regional Cooperation and Integration Division (ERCI) within the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.

    You will report to designated Technical International Staff and Senior Officer.

    Your Role

    As Associate Economics Officer, you will help build the technical capacity of the division by performing analytical work with broader responsibilities and greater technical depth, encompassing division-wide accountabilities. In particular, the position will contribute to the division's research programs, including studies on regional cooperation and integration (RCI), macro-finance, and trade related work, through economic (including quantitative) research/analysis, economic database management, and conceptualization of technical assistance (TA) projects.

    You will:

    RCI-related Economic Research, Analysis, and database management

  • Independently undertake RCI-related economic research including for: the Asian Economic Integration Report (AEIR), biennial Asia Pacific Trade Facilitation Report, annual Think Tank Network Forum and related report, and other technical assistance-funded RCI-related projects by providing analytical support.
Prepare supporting materials for distribution of research work and provide research support in the preparation of briefing notes for Management, high-level conferences and forums and indicators requested from other departments by manufacturing data and conducting both quantitative and qualitative analyses.

TA Processing and Implementation

Conceptualize and process technical assistance projects by drafting relevant sections of the concept and TA papers and coordinating the flow of documents through relevant business processes. Implement technical assistance projects by maintaining relevant databases and information systems, procuring goods and services, managing consultant contracts promptly, arranging conferences and workshops under the projects and drafting of the progress reports and completion reports.

Knowledge Sharing

Prepare knowledge products, services and partnerships in line with the division and department's work plan and strategic priorities in coordination with technical assistance consultants and by liaising partnership with other knowledge institutions. Coordinate with operational departments, Department of Communications, Corporate Services Department, and government agencies/ministries during production process of research outputs and in organizing and conducting dissemination events.

Others

Provide support to junior technical local staff in application of economic analysis methodologies to improve the quality of research capacity on RCI, and ADB business processes. Prepare inputs to the work program and budget framework, division work plan, and annual budget document. Contribute to the preparation of briefing papers, presentations, ad hoc research, reports and internal and external communication to support Management's participation in meetings, fora and conferences, and other assignments as may be assigned by immediate supervisor and reflected in your work plan.

Qualifications

You will need:

Master's degree in Economics, Mathematics, Statistics, or any related field. At least 5 years work experience in related field, with some experience in economic research. Good knowledge of economic policy issues, data compilation and analysis. Computer proficiency in using spreadsheets, database applications, and knowledge in implementing automatic routines. Proficiency in statistical/econometric software is an advantage. Familiarity with operations and procedures of multilateral financial institutions, and experience processing and implementing ADB TAs. Written and verbal proficiency in English with demonstrated economic research writing ability. Ability to liaise and work with internal and external stakeholders of ADB.
