    Organizational Setting and Reporting Relationship

    The position of Associate Asset Management Officer is assigned to the Institutional Services Division (CSIS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Unit Head, Logistics Management and Senior Officer.

    Your Role

    As an Associate Asset Management Officer, you will prepare and manage the service area's budget and provide technical support for asset functions including asset management and inventory control for Field Offices (FO).

    You will:

  • Manage the business unit's annual capital expenditure and administrative budgets for standard and non-standard supplies, office equipment acquisition, and other contractual services; review budget requirements by user units; analyze historical records; prepare for the annual budget, mid-year review, and post-evaluation reports; and coordinate with department and business unit's overall budget coordinator.
Initiate or review requisitions of office supplies and equipment; coordinate with requestors from other departments/offices; monitor delivery of supplies; ensure utilization of allocated budget; and respond promptly to inquiries from ADB staff and personnel in HQ and FOs Check the completeness and accuracy of invoices from storeroom and outsourced service contracts and process payments in eProc. Manage the administration of FO Fixed Asset Registry (FAR); contribute to the asset management guidelines and procedures and FO annual asset accountability exercise; and notify submission of annual physical inventory count reports. Review and approve HQ and FO staff user access and approval hierarchy in the eProc purchasing facility and process clearance of departing staff in the Oracle Exit Clearance system regarding their accountability for office equipment. Help monitor the compliance with contract provisions on inventory and storeroom services, and procurement of office supplies and equipment by service providers. Provide inputs to audit reviews and implementation of action plans, conduct review, and submit attestation reviews and business process maps; implement ISO programs on waste and energy reduction, and other departmental projects. Support physical inventory count activities of ADB assets and help verify and reconcile results. Contribute to strategic review and planning for Asset Management Services on budget and fixed assets through the review and improvement of ADB policies, procedures, and guidelines; identify efficiency measures or streamlining opportunities. Perform other duties as may be assigned and reflected in your work plan.

Qualifications

You will need:

Bachelor's degree in business administration, accounting, engineering or related fields preferably with advanced training. At least 5 years of relevant professional experience. In-depth knowledge of policies and procedures in asset management, inventory control, and budget management. Working knowledge of ISO 14001 and OHSAS 18001 best practices in asset management including storeroom operations, receiving, and disposal. Working knowledge of an international institution's IT systems and computer-based applications including databases such as Oracle, Outlook, SharePoint, and eProcurement. Liaise and work with staff within own work location and across the institution and able to work with teams as a constructive team member. Excellent command of written and verbal communication skills in English. Please refer to the link for ADB Competency Framework for Technical local grade 4.

Additional Information

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
