Assistant Programme CBI Officer
Organizational Setting and Work Relationships
The Assistant Programme CBI Officer is an active member of the bureau/field operation/division and is normally supervised by a professional member who manages and oversees the UNHCR cash assistance programmes. The incumbent supports to ensure that operations are compliant with the technical guidance and administrative instructions on CBI, and adequately monitored.
S/he normally receives guidance and direction from the Senior Programme CBI Officer or Programme CBI Officer or Programme Officer or other more senior staff. S/he may maintain close links with CBI staff in UNHCR HQ.
Internally the Assistant Programme CBI Officer will also liaise with UNCHR field offices and country offices. Externally s/he will liaise with Implementing and Operational Partners, National Governments, line ministries and UN agencies.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support the strategic and coherent use of CBI's in the operations, assisting to ensure that CBI is maximised in assistance and service provision, strongly linking it to CRRF, MYMP and development, including linkages with Social Protection and Financial Inclusion.
- Support the review of and assist in coordinating the final clearance with DFAM of the CBI Standard operating procedures (SOPs) for the operations, with support from more senior staff.
- Support the development of cash assistance programmes and support the senior management to ensure that CBI is fully, effectively integrated into the country operations plan for protection and solutions and Annual Program Planning and COP.
- Assist in ensuring compliance to HALEP and that CBI is included in the preparedness and response planning and be a first responder to new emergencies/ and returns situations to ensure operations are using CBI as a modality, in collaboration with more senior staff.
- Support the effective and coordinated procurement and contracting of Financial Service Providers by procurement/supply and finance.
- Provide technical support on planning and assist in policy making on activities within the area of CBIs as an integral part of UNHCR programmes including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities and coordination.
- Support and collaborate with sectors to increase the use of CBI in education, shelter, livelihoods and where applicable in health and WASH programmes.
- Support the adequate inter-agency coordination mechanisms on CBIs and assist in building and maintaining strong relations with partners, regional entities and represent UNHCR in CBI coordination, with support from more senior staff.
- Support the establishment of a sound monitoring process for cash assistance, with proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyse CBI's performance. Assist the supervisor in analysing trends and target interventions including CBI expenditure, upstream and downstream activities.
- Assist the supervisor in assessing the technical soundness of the operations and generate data for evidence-based decisions.
- Assist the supervisor in fulfilling CBI related reporting requirements.
- Support the use of UNHCR corporate tools and systems.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile UNHCR is looking for a staff that is independent in its management of all aspects of cash-based interventions in Myanmar. He/she must be able to plan, organize, implement and report his/her work with rigor and clarity, ensure constant following-up on achievements and challenges, identify gaps and provides support to sub-offices. The candidate should also have good communication and collaboration skills that are required by the nature of the position which interacts with many and include working in group.
As the referent person at country level, the candidate must have experiences and technical knowledge related to the design, the implementation, the monitoring and the coordination of Cash Based Intervention, and of humanitarian emergency response. Although cash for basic needs represents the main type of interventions covered, competencies related to specific sectors of interventions are desirable (ex. Protection, shelter). Project management experience is important, as well as the design and implementation of capacity building activities.
More specifically:
Leadership and coordination: The incumbent is expected to have skills and proven experience in programming and implementing emergency response in complex political and humanitarian contexts (incl. clusters), where UNHCR leads the protection and Shelter/CCCM/NFI sector and is actively engaged in the Cash Working Group. The below experiences and related competencies are expected:
โข Set-up work objective and plan and ensure proper management (organizational awareness)
โข Experience in CBI programming, at all stages of the project cycle, including planning, needs analysis, feasibility, design, monitoring and coordination; especially on MPCA.
โข Lead and guide staff or multi-functional teams in enhancing monetization of in kind and delivery of cash in an inclusive, collaborative and/or consultative manner.
โข Engaging with various implementing and operational partners, UN, donors to present UNHCR interventions
โข Report and provide analysis and recommendation to the supervisor on all programmatic; including CBI compliance issues, risks and escalating critical issues in a timely manner.
โข Demonstrated ability to coordinate and work with diverse and multifunctional teams at different levels across offices and with operational partners for project design, budgeting, project management, implementation and monitoring.
โข Familiarity with Humanitarian Needs and Response Plan and United Nations Transitional Cooperation Framework (TCF) will be an asset, as well as the understanding of the CBI landscape, opportunities & constraints in Myanmar.
Project management: The candidate should possess following experience and skills sets.
โข Experience in direct end to end partner/direct project management
โข Sound budget management and IM related skills.
โข Significant experience in managing CBI in Myanmar: planning, designing, implementing and coordinating Cash based intervention, in particular MPCA.
โข Experience in designing, setting and/or using tools and systems, including financial services and data management tools (excels, Kobo, CA, etc.).
โข Multisectoral programming knowledge in CCCM, Shelter, Protection and ability to engage independently with peers across units would be of added value.
โข Efficiency and experience in developing sound analytical and strategic documents, donor report and contribute towards donor proposals.
โข Training and capacity building skills/experience to ensure standard setting and strengthen capacities of programme staff.

Nature of Position
The Assistant Programme CBI Officer serves as the main referent staff for CBI and for UNHCR in Myanmar. This position is critical in ensuring the effective planning and implementation of UNHCRโs emergency responses in complex and sensitive operational environments.
He/She will provide technical expertise and support colleagues through all steps of the programming, under both implementing partnerships and direct implementation, and remain accountable for effective utilization of CBI budget and for the follow-up of compliance with UNHCR standards.
The Assistant Programme CBI Officer will be supervised by and report to the Senior Programme CBI Officer. His/her work will be done in collaboration with his/her supervisor, and sectoral CBI will be managed in collaboration with sectoral experts and can be supported by HQ experts on ad-hoc basis.
The incumbent represents UNHCR on Cash Based Interventions, maintains close contact with various colleagues, partners and humanitarian stakeholders, and ensures that UNHCRโs activities are responsive to the needs of persons of concern, including internally displaced persons (IDPs) and stateless populations.
The diversity of context of intervention, programs and constraints is high, requiring agility and the development of localized and specific solutions. UNHCR responds to both conflict and natural disaster, in different regions of Myanmar with specific environments (Rakhine, Shan, Kachin, Mandalay, etc.) and, is engaged in various types of intervention (Basic needs, shelter, protection, NFI). In addition, the cash coordination is well developed in the country and necessitates an active involvement from the UNHCR.
Many challenges exist and must be considered in the set-up of plans, carefully addressed in the design and implementation of the CBIs or in the follow-up of partnersโ activities. It includes working in disputed areas, reluctance and scrutiny of local authorities, safety, lack of financial & banking services, market capacities, partnerโs capacities and need of coordination.
Living and Working Conditions
Living conditions: Yangon is a category D Nonfamily duty station. The current political turmoil, coupled with sanctions imposed by the USA and several western governments, has impacted supply chains, banking system and markets. Commodity prices (food, petrol, construction materials) have risen across the country, with significant increases for some basic commodities such as rice and oil. The Banking system is reasonably working in Yangon.
Health: Health hazards include injuries secondary to road accidents; food-borne disease; flooding and risk of diseases associated with exposure to floodwater. Floods can potentially increase transmission of both water-borne diseases (such as typhoid fever, cholera, leptospirosis, and hepatitis A) and vector-borne diseases (such as malaria, dengue and dengue hemorrhagic fever).
Health facilities: The city has some reasonable hospitals and but generally the medical services remain patchy and many expatriates travel to nearby Bangkok for treatment. Availability of health services and access to medical professionals, health facilities, and pharmaceuticals may be negatively affected by the current security situation.
Climate: Yangon has a hot and dry weather from October to May and hot and humid weather from June to September.
