Project background
Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as \"green growth\", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.
Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment, Water and Ecological Transition (MAATE acronym in Spanish) on climate and sustainable finance to help the country achieve its adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI supports MAATE in implementing its First National Adaptation Plan (NAP) and National Mitigation Plan (PLANMICC), develops a pipeline of adaptation and mitigation projects, strengthens the Ecuador Zero Carbon Program, and supports Ecuadorโs readiness in implementing Article 6 of the Paris Agreement.
As part of GGGIยดs Ecuador portfolio, the GCF-funded project โImplementing Ecuadorโs National Climate Finance Vehicle and Carbon Zero Programโ is being implemented. The project aims to boost the mobilization of climate finance in Ecuador and strengthen PECCโs potential to raise climate change mitigation ambitions. In February 2025, Ecuador submitted its second NDC to the United Nations Framework Convention on Climate Change, committing to cut emissions by 7% unconditionally and an additional 8% conditionally through international cooperation. Carbon market mechanisms, such as the cooperative approaches of Article 6 of the Paris Agreement, as well as carbon pricing mechanisms, serve as fiscal policy tools that help internalize the emission costs of the economic sectors outlined in the NDC.
Ecuador is making progress in meeting the participation requirements of the cooperative approaches outlined in Article 6 of the Paris Agreement, as well as in developing the roadmap for implementing carbon pricing mechanisms.
To raise the climate change mitigation ambition, the GGGIโs project in Ecuador is seeking a consultant to assist with compliance with the participation requirements of the cooperative approaches outlined in Article 6 of the Paris Agreement.
Objectives of the assignment
Develop participation requirements under Article 6 of the Paris Agreement.
Establish a roadmap for the development of carbon pricing instruments.
Deliverables and Payment schedule
Scope of Work:
The consultant will work in close collaboration with the GGGI Team in Ecuador and delegates of the Climate Change Mitigation Directorate on a deliverable basis and will support the achievement of the projectยดs outcomes and outputs, leading the following activities:
Deliverable 1: Workplan
The consultant will review existing materials and consult with relevant project parties (GGGI, MAATE) as necessary to develop a detailed work plan outlining the schedule of significant activities, methodology, milestones, validation meetings, and draft and final deliverables. In coordination with the focal point delegated from the Climate Change Mitigation Directorate, the consultant will review and validate the deliverables. Finally, the consultant will support the activities related to the project scope that will be required by the Undersecretariat on Climate Change and the Climate Change Mitigation Directorate.
The deliverable will, at a minimum, include a timeline and identification of key actors, milestones, timelines, and proposed deliverables. (Expected delivery date: 30/September/2025)
Deliverable 2: Identification of Article 6 initial report needs
The consultant will support the Government of Ecuador in elaborating the initial reports for cooperative approaches outlined in Article 6 of the Paris Agreement, adhering to the formats and deadlines established by the United Nations Framework Convention on Climate Change (UNFCCC). (Expected delivery date: 30/October/2025).
To comply with the deliverables, the consultant must carry out the following activities:
Review the UNFCCC Decisions on the participation requirements and templates established on the cooperative approaches of Article 6 of the Paris Agreement. (Expected delivery date: 15/October/2025).
Review and analyze the information provided by the Ministry of Environment, Water and Ecological Transition on the country's preparation for reporting (initial, annual, and regular) under the cooperative mechanisms of Article 6 of the Paris Agreement, apply the methodological guide, and elaborate Ecuadorยดs initial report for Article 6.2 and Article 6.4 and link the procedure to the National Climate Change Registry. (Expected delivery date: 30/October/2025).
Deliverable 3: Develop a roadmap to comply with the participation requirement under Article 6 of the Paris Agreement
The consultant will support the Government of Ecuador in fulfilling the participation requirements under the cooperative approaches outlined in Article 6 of the Paris Agreement, adhering to the formats and deadlines established by the United Nations Framework Convention on Climate Change (UNFCCC). (Expected delivery date: 31/December/2025).
To comply with the deliverables, the consultant must carry out the following activities:
Review the UNFCCC Decisions on the participation requirements and templates established on the cooperative approaches of Article 6 of the Paris Agreement. (Expected delivery date: 05/November/2025).
Review and analyze the information provided by the Ministry of Environment, Water, and Ecological Transition on the country's progress in complying with the participation requirements of the cooperative approaches of Article 6 of the Paris Agreement. In addition, identify at least two countries in the Latin American and Caribbean region that have complied with the participation requirements and compile the material as a reference for the work to be carried out. (Expected delivery date: 20/November/2025).
Generate a technical report on each of the requirements established for the cooperative approaches of Article 6 of the Paris Agreement, identify the gaps for compliance, and establish a roadmap that includes the methodologies and tools required to implement the actions to complete the participation requirements. In the case of Article 6.4, regarding the requirement to identify the type of activities that Ecuador will prioritize for participation in the mechanism, consider as a reference the emission and mitigation scenario models used for the Nationally Determined Contribution and the National Climate Change Mitigation Plan. Alternatively, the consultant can propose other criteria that other countries have used for prioritizing activities, but which align with the reality of Ecuador. (Expected delivery date: 30/November/2025).
Establish the procedure for withdrawing emission reductions from the Article 6.4 mechanism to be used as Internationally Transferable Mitigation Outcomes under Article 6.2 of the Paris Agreement. (Expected delivery date: 5/December/2025).
Develop and validate a technical annex, including the required formats to deliver to the UNFCCC, in coordination with key stakeholders, to regulate Ecuador's participation in the cooperative approaches of Article 6 of the Paris Agreement, taking into account the guidelines of the competent units of MAATE in cases where institutional services are generated. (Expected delivery date: 20/December/2025).
Support the Government of Ecuador in submitting the required forms to the United Nations Framework Convention on Climate Change to comply with the participation requirements under Article 6 of the Paris Agreement. (Expected delivery date: 31/December/2025).
Deliverable 4: Revised, updated, and implemented roadmap for the development of carbon pricing instruments
The consultant will support the Government of Ecuador in reviewing, updating, and implementing a roadmap for the development of carbon pricing instruments. (Expected delivery date: 15/May/2026).
To comply with the deliverables, the consultant must carry out the following activities:
Review and systematize the existing roadmap proposal, identifying gaps, duplications, and opportunities for improvement to strengthen its applicability. (Expected delivery date: 10/January/2026).
Analyze current regulatory, fiscal, and institutional frameworks (Organic Environmental Code, Ecuador Zero Carbon Program, Compensation Standard, tax policies), identifying gaps and synergies with existing climate and fiscal management instruments. (Expected delivery date: 20/January/2026).
Integrate the three pillars of carbon pricing comprehensively by defining basic guidelines for their design, gradual implementation, control mechanisms, and institutional oversight. (Expected delivery date: 31/January/2026).
Propose an implementation schedule divided into short-, medium-, and long-term phases, with clearly defined institutional responsibilities and climate financing mechanisms that ensure its viability. (Expected delivery date: 20/February/2026).
Validate the revised, updated, and implemented roadmap with relevant institutions such as MAATE, the Ministry of Finance, and other strategic actors to ensure its legitimacy, applicability, and national ownership. (Expected delivery date: 10/March/2026).
Include realistic estimates of time, costs, and technical requirements for carbon projects, covering key stages such as feasibility, Project Design Document development, validation, and verification. This ensures an accurate reflection of the duration, investments, and conditions needed until the first issuance of credits and their sustainability. (Expected delivery date: 31/March/2026).
Develop enabling regulatory, institutional, and financial frameworks that support the gradual implementation of the roadmap, including recommendations for reforms to the Organic Code of the Environment (COA) and other relevant legal bodies, to enable carbon pricing tools formally. (Expected delivery date: 15/April/2026).
Facilitate and lead participatory workspaces by organizing the contributions of key actors (public sector, private sector, and civil society) to strengthen the content of the roadmap. (Expected delivery date: 30/April/2026).
Advise the Undersecretary for Climate Change on the technical and strategic management of the process, ensuring its alignment with national mitigation policies and the country's international commitments. (Expected delivery date: 15/May/2026).

Reporting Arrangements
The consultant's work progress will be monitored by GGGI Project Coordinator based in Quito-Ecuador, and the sectoral specialist delegated from the Climate Change Mitigation Directorate. Meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
The Contract will be supervised by the GGGI Project Coordinator.

The GGGI Project Coordinator, in coordination with the Director of Climate Change Mitigation of MAATE will approve the consultant products.
Suggested methodology and competence requirements
The consultant should follow the specific methods and follow MAATEโs and GGGIยดs instructions. The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.
For each deliverable, the consultant is required to deliver a version by a date agreed to GGGI, request and respond to comments, and deliver a final version (tracked and clean versions for MS Word deliverables) by the deadline that meets the expected quality.
Expertise required
Academic qualifications:
Bachelor's degree in engineering, business administration, finance, forestry, agricultural, agro-industrial, chemical, or other related fields.
Master's degree on topics related to finance, environmental management, agriculture, sustainable forest management, climate change, emission reduction scenarios, or others associated with the object of this contract; or equivalent combination of relevant education and experience.
Professional qualifications:
A minimum of 5 years of relevant professional experience developing mitigation projects.
A minimum of 5 years of proven knowledge on climate finance.
Previous experiences developing projects under carbon offset schemes or voluntary and regulated carbon markets, properly registered.
Advanced knowledge of spoken and written English.

Social and sustainability safeguards
GGGI as an institution abides by its project-level Sustainability and Safeguards Rules (SSR) for all projects aligned with international standards for Environmental and Social Safeguards. The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.
In addition, GGGIโs Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of โLeaving No One Behindโ in the transformation towards green growth, guiding GGGIโs approaches to the mainstreaming of gender equality and poverty reduction in GGGI Colombiaโs Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGIโs Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.
