Tasks and duties of the Employee:

Programs:

Ensure that all projects in the area are implemented according to the country programme and the rules and standards of donors and Welthungerhilfe (WHH).

Coordinate with and troubleshoot to Area Manager (South), Head of Programs, Program Coordinators or other Heads of Departments on issues faced.

Serve as Head of Projects as directed by Head of Programs, Area Manager (South) or Country Director.

Identify co-financing opportunities in his/her area and develop successful project proposals in line with the relevant donor regulations and strategies (in collaboration with Head of Programmes and Head of Finance in Country Office).

Identify area-based needs, facilitate response to these needs or suggest new intervention options.

Ensure that all project relevant support is in place (monitoring, logistics, finance administration, etc).

Actively participate in the designing of proposals and strategies that are covering the assigned region, ensure participation of the area team in these and facilitate the participation of other stakeholders.

Ensure that monitoring, evaluation, accountability and learning (MEAL) standards are well respected in the Area office.

Representation:

Establish good relationships with INGO’s, Volunteer Groups, oblast and local authorities, and all other stakeholders to ensure interventions are well coordinated and that WHH is established as a go-to organization in the region.

Represent WHH in OCHA general coordination meetings, oblast level coordination meetings, and all such level meetings in the southern regions. Report on these to the Area Manager and relevant staff members as needed.

Actively participate in other regional fora and initiatives.

Ensure that all projects implemented in the assigned region are reported adequately to clusters, and in a quality manner to donors or the Head office.

People Management:

Oversee day-to-day activities of all staff based in the assigned office.

Coordinate across departments including Programs, Safety and Security, Finance, Logistics and HR.

Participate in the recruitment of area office staff in coordination with their direct supervisors or functional managers.

Ensure a safe and pleasant working environment in the assigned office, be responsive to the needs of the staff. Raise issues to the Area Manager and HR Manager.

Ensure all staff in the area office well embrace safeguarding policies.

Identify highly motivated staff, support their capacity building in coordination with Area Manager, HR Manager and the relevant functional manager.

Security Management:

Act as the principal security focal point in the assigned region. Contribute to area security management plans and such with the Humanitarian Access, Safety and Security Manager (HASSM), Area Manager and Security staff members. Closely coordinate with the HASSM and the Area Manager on security developments in the region, suggest or in case of urgency undertake action for the safety and security of the personnel and visitors in the region.

Compliance, Logistics and Finance:

In coordination with the respective Heads of Departments, ensure that all finance and logistics procedures are compliant with internal and national procedures. Support logistics, finance and other support personnel in their questions and tasks and raise issues to the relevant Head of Department. Promote safety awareness and environmental consciousness and comply with all applicable safety and environmental procedures and regulations. Promote and take an active part in quality improvement processes. Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.

Specific Knowledge:

Intercultural competence.

Safe storage and confidentiality of documents and materials provided by the Employer

Violations committed during fulfillment by the Employee of his responsibilities within the pale of the Ukrainian administrative, criminal and civil law

Physical trespass within the pale of the Ukrainian civil law and labor law

Non-compliance with the Internal Labor Rules for National Employees, the Code of Conduct and Associated Policies, and other internal policies of WHH

Violation of labor discipline, labor protection, and safety rules, fire-prevention requirements, industrial sanitation, and labor hygiene rules

Qualification Requirements for the Employee:

At least 2 years of experience working in an NGO.

Experience working in Kherson is essential. Mykolaiv and Zaporizhzhia oblasts would be an additional asset.

Experience in working in hard-to-reach areas in Ukraine would be an asset.

Understanding of humanitarian coordination mechanisms in Ukraine.

Fluent level of verbal and written English.

Native level of verbal and written Ukrainian.

A related university or polytechnic degree is an additional asset.

Advanced knowledge of Microsoft Office.
