Organizational Setting

The Animal Production and Health team at FAO works to improve animal health in Europe and Central Asia. We support countries by helping them strengthen their veterinary systems. Our work often follows the \"One Health\" approach, which connects animal, human, and environmental health. We also help countries respond to animal disease threats, ensure safe trade of animals and animal products, improve livestock production, and promote food safety.
To do this, FAO regularly hires international experts and consultants through short-term contracts, i.e. international consultants and subscribers to personal service agreements (PSA). These experts bring valuable knowledge and skills to FAO projects in a wide range of technical areas. To find the best candidates, FAO uses a competitive transparent and rigorous selection process. This process helps us build a pool of qualified professionals who can be quickly hired when needed.

Each Consultant or PSA will be hired for a specific assignment. The exact tasks will be described in the Terms of Reference. These short-term assignments can last up to 11 months and may be full-time or part-time. Extensions are possible based on performance and FAO's needs. In general, consultants are expected to deliver results.


Reporting Lines

The incumbent will work under the overall supervision of the FAO REU Assistant Director General, and the direct technical guidance of the FAO REU Animal Production and Health Officer.


Technical Focusย 

As part of a team, the Consultant or PSA will help improve animal health and strengthen veterinary systems in the region. This includes providing technical advice to support projects, delivering trainings, introducing or improving tools and technologies, carrying out assessments, and creating guidelines and awareness materials on animal health and One Health topics.


Tasks and responsibilities


โ€ข ย  ย Analyze animal health issues and conduct assessments.
โ€ข ย  ย Develop, lead or support trainings (in person or online via FAOโ€™s Virtual Learning Center).
โ€ข ย  ย Write reports and publications, e.g. guidelines.
โ€ข ย  ย Provide technical assistance for the preparation of meetings and conferences.


More specific responsibilities will depend on the assignment.


For both Consultants and PSAs:

โ€ข ย  ย Help design and plan projects in line with FAOโ€™s Strategic Framework and the FAO project cycle.
โ€ข ย  ย Coordinate and carry out project activities, following FAO rules and donor requirements.
โ€ข ย  ย Collect and analyze data to support the Animal Production and Health teamโ€™s work.
โ€ข ย  ย Perform other related tasks as needed.

For Consultants only:

โ€ข ย  ย Organize and take part in external events and field missions, including training, technical support, and assessments.
โ€ข ย  ย Work with other UN agencies, international organizations, and NGOs on shared areas of interest.
โ€ข ย  ย Represent FAO at meetings, especially those related to livestock development.
โ€ข ย  ย Plan and manage technical consultations and meetings.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

For consultants:

โ€ข ย  ย University degree in a discipline related to animal health, One Health, epidemiology, diagnosis/control of infectious animal diseases or related fields.
โ€ข ย  ย 2 years of relevant work experience in animal health, One Health, epidemiology, diagnosis/control of infectious animal diseases or related fields.
โ€ข ย  ย Working knowledge (level C) of English.ย 

For PSAs:

โ€ข ย  ย University degree in a discipline related to animal health, One Health, epidemiology, diagnosis/control of infectious animal diseases or related fields.
โ€ข ย  ย 1 year of relevant work experience in animal health, One Health, epidemiology, diagnosis/control of infectious animal diseases or related fields.
โ€ข ย  ย Working knowledge (level C) of English.ย

Technical and Functional Skills
