Purpose of Job

The Analyst will work with the team responsible for EU funds in the Western Balkans. The role reports to the Principal II, EU Partnerships and works closely with all colleagues in EU Partnerships, Donor Partnerships, the wider Client Services Group, and other Departments, including Resident Offices in the Western Balkans.

The main purpose of the role is to assist with the financial management of the resources of the European Western Balkans Joint Fund (EWBJF), a multi-donor fund and the main source of grant financing under the Western Balkans Investment Framework (WBIF), as well as EU grant funds secured for deployment in the Western Balkans. The WBIF is a joint initiative of the EU, financial institutions, bilateral donors and beneficiaries, which coordinates and finances priority investments for the socio-economic development of the region.

Accountabilities & Responsibilities
The Analyst will take responsibility for the following tasks:

European Western Balkans Joint Fund (EWBJF)
โ€ข Support the day-to-day financial management of the EWBJF including to forecast IFI disbursement needs for the EU, request payments and process transfers of funds to other IFIs responsible for implementing approved WBIF grants;
โ€ข Act as the gatekeeper for all EWBJF financial data, ensuring a harmonised approach across all external and internal reporting products at grant and portfolio level, including WBIF Annual Report, Summary Implementation Report and Annual/Final Implementation Reports.
โ€ข Provide financial analysis and reporting in line with EWBJF rules, including quarterly financial updates and annual unaudited and audited financial data to WBIF governance bodies;
โ€ข Support the development and maintenance of financial monitoring tools to enable fund tracking, reporting and traceability across multiple funding sources and implementing partners;
โ€ข Monitor and continuously update project-level financial data, ensuring that records reflect the most current state of the projects (approvals, cancellations, amount amendments);
โ€ข Monitor and manage information requests and reporting submissions. Compile and process reporting data using structured, traceable methods aligned with donor requirements.

EBRD Grant Portfolio in the Western Balkans
โ€ข Support monitoring and reporting on the implementation of the EBRDโ€™s WBIF and EU Western Balkans portfolio, including financial reporting.
โ€ข Prepare materials for bi-annual portfolio review, milestone meetings and Steering Committees with the EC/EU Delegations.
โ€ข Track and monitor the disbursement of EU funds in SAP across countries and sectors. Support internal teams on matters related to earmarks, bank accounts and other fund management tasks;
โ€ข Monitor and maintain up-to-date project-level data on an ongoing basis to ensure accuracy in internal systems and external reporting;
โ€ข Contribute to the improvement of portfolio monitoring tools, ensuring that systems for data entry, fund tracking, and reporting are structured, auditable, and scalable as the portfolio grows;
โ€ข Process financial queries and reconcile data for EU funds contracted with EU Delegations/Offices in the Western Balkans;
โ€ข Facilitate the signing of, and ensure circulation and appropriate filing of, Contribution Agreements/Addenda/WBIF Grant Application Forms etc.;
โ€ข Facilitate document requests during monitoring visits/external audits by the European Commission and other EU entities;
โ€ข In partnership with the Principal Manager II and other colleagues, develop and foster the network of contacts at an operational level with key interlocutors in Brussels, EU Delegations and across the Bank on EU related matters.

Knowledge, Skills, Experience & Qualifications

โ€ข Masterโ€™s degree in areas such as finance, economics, accounting, data science, international relations, international development, or business administration)
โ€ข Professional qualification such as ACA, CFA, ACCA, or CIMA desirable.
โ€ข Advanced proficiency in Microsoft Excel is essential, including experience with formulas, pivot tables, financial modelling, and data analysis tools.
โ€ข Strong quantitative and analytical skills with demonstrated ability to manage, structure and interpret complex financial and portfolio datasets.
โ€ข Computer literacy, with familiarity in Microsoft Office Suite. Some exposure to relational databases (e.g., Access, SQL) or data management platforms is an asset.
โ€ข Excellent data accuracy, attention to detail, and ability to communicate complex information clearly in writing and verbally.Ability to work effectively as a team member, to deadlines and under time pressure.
โ€ข Excellent written and oral communication skills in English. Additional languages desirable

โ€ข Relevant financial management experience from an international financial institution, other international organisation, or auditing/financial consulting firm operating to international standards
โ€ข Practical experience in designing, building and maintaining financial monitoring and reporting tools.

โ€ข Strong interest in the functioning of the EU institutions and donor-funded development programmes.
