OBJECTIVES OF THE PROGRAMME
The mission of WHO's Emergency Preparedness and Responseย Programmeย (Theย Programme), is to support countries to coordinate action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Pandemic Fund Ethio Pandemic Prevention, Preparedness and Response (EPPR) project in Ethiopia is a significant initiative aimed at reinforcing the country's capacity to prevent, detect, and respond to public health emergencies, including pandemics. The WHO manages the EPPR project in collaboration with other partners as an implementing entity.ย ย
PURPOSE OF THE POSITIONย
In the context of the WHO Health Emergenciesย Programme, at the country level, recognizing that the greater percentage of the planned interventions under all the three pillars of the EPPR project are implemented by the Ethiopian Public Health Institute (EPHI), the AMR Surveillance system data Officer will manage AMR surveillance data management related issues and assist surveillance sites in the WHONET data entry, analysis and manipulation, and provide monthly AMR surveillance data to the National AMR surveillance data base. He/she will also work as a member ofย AMRย surveillance system coordination team at EPHI.
ORGANIZATIONAL CONTEXT
Basedย atย the EPHI, the incumbent will be reporting to the EPPR project manager under the overall guidance of the WHE Teamย Lead, andย working closely with the project management team. The incumbent will provide support to the AMR surveillance system coordination team at EPHI to strengthen AMR surveillance system.

DESCRIPTION OF DUTIES
During the assignment, the assigned duties below may be modified based on the technical needs of the program.
1.ย ย ย ย ย Discover efficient ways to organize,ย storeย and analyze surveillance data with attention to security and confidentiality.ย
2.ย ย ย ย ย Develop and implement data management plan (DMP) and proceduresย
3.ย ย ย ย ย Ensure data flowsย timelyย and securely based on the SOPย
4.ย ย ย ย ย Able to interchange data from one system to anotherย
5.ย ย ย ย ย ย Develop data entry platforms with data dictionary using the above softwareย ย
6.ย ย ย ย ย Establish data quality standards and work closely with data generating surveillance sites andย institutionsย toย ensure standards as appropriateย
7.ย ย ย ย ย Followย up ofย surveillance site project implementation and data entry at surveillance site level on a weekly basis through phone call and assist at site level and submit progressย updatesย to the AMR surveillance coordinator and division head.ย ย
8.ย ย ย ย ย Oversee the data entry process to ensure submission of quality data onย timelyย basis from surveillance sites and preparing monthly report and giveย monthly feedbackย to surveillance sites on data quality and useย ย ย
9.ย ย ย ย ย Provide technical support to data entry process at national and site level in data cleaning, organizing, encoding, and storing dataย onย a timelyย basis.ย
10. Store the monthly cleaned data to the national surveillance data repositoryย
11. Coordinate,ย designย and implementย effective dataย management trainings at central, regional, and facility levelsย and alsoย lead preparation of high-quality training manuals,ย SOPsย and procedures on various AMR related issuesย ย
12. Prepare datasets and respond to data call requestsย
13. Develop data tracking mechanisms from different data sourcesย
14. Perform advanced statistical analysisย ย
15. Apply institutional and national data sharing policies for effective data management systemย
16. Use statistical software such as SPSS, R, and Stata asย required

REQUIRED QUALIFICATIONS
Education
Essential:
First-level university degree in Biostatistics, Information Systems, or any other related field of study from a recognized institution
Desirable:
Advanced university degreesย MSc and aboveย in the above fields from a recognized institution.
Experience
Essential:
ยทย ย ย ย ย ย ย ย A minimum of 2 years of relevant work experience in the health sector.
Desirable:
ยทย ย ย ย ย More than 2 years of experience in data management within health sector
