Gather and assess operational and/or systemโ€™s needs, identify trends and patterns, provide recommendations and coordinate operational/digital solutions with relevant internal & external partners to ensure stakeholderโ€™s satisfaction. Develop, refine and implement procedures/processes/technical solutions/standards/methods and guidelines relevant to the airspace and procedures, ensuring alignment with regulatory frameworks, stakeholdersโ€™ needs and the organisationโ€™s objectives. Conduct/lead studies, feasibility/impact assessments and/or operational analyses to evaluate current services, systems, processes, and identify areas for enhancement/potential synergies/inconsistencies and support decision-making. Provide inputs and conduct data analysis to support the strategic direction in area of activities and the development of processes and/or tools to address operational needs, and ensure, in coordination with other services and partners, coherent and coordinated evolutions. Produce and/or contribute to reports, working papers, presentations, etc and operational documents to document analyses, findings and recommendations. Stay updated on latest technological and operational developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

University degree in a relevant domain of 4 years or of 3 years plus 1 year of relevant professional experience. Minimum of 3 years of relevant professional experience.

Experience in a Control Centre with a traffic complexity* comparable to the one of Maastricht UAC would be considered an advantage. *Complexity in terms of multilayer sectorization, climbing and descending traffic, military traffic/exercises, multiple crossing points and multiple aircraft profiles Experience in airspace and network planning. Experience in airspace design, ASM and ATFCM. Experience in analysing data within the context of Air Traffic Management (ATM) operational environments, including the ability to extract insights and make informed decisions based on data-driven findings. Technical drafting skills in English. Understanding of Airspace Design processes and ATM principles. Experience in project management.

The following skills/experience will be considered as advantage:

Knowledge of/experience with the Route Availability Document (RAD) Knowledge of simulation tools (e.g., NEST) Knowledge of/experience with military airspace operations. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 or C2. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
