Manage the medical service budget and facilities (including equipment) to ensure alignment with strategic and operational objectives. Develop and propose Agency-wide medical policies in coordination with the Head of CARE, and oversee their implementation across all sites (BE, FR, NL, LU), ensuring standardisation of medical practices in compliance with relevant regulatory frameworks and good medical standards and practices. Draft the Agency-wide annual report on the medical services highlighting activities, trend evolutions and recommendations for management and staff as part of the overall Health & Safety annual report. Conduct and oversee aviation medical assessments for operational staff to maintain compliance with international (ICAO) and European (EASA) standards through initial and periodic medical examinations. Contribute to the Agencyโ€™s absence management processes by managing the medical aspects (e.g., reintegration assessments, medical part-time arrangements, long-term case follow-up) and ensuring effective coordination with other actors in the process (HR business partners, welfare officers, etc.) to align on the implementation of medical recommendations. Provide medical advice as foreseen in the legal provisions and on staff requests for medico-statutory entitlements (e.g., special leave, recuperation of leave, address changes during sick leave, child allowances for disabilities). Conduct pre-recruitment medical fitness assessments for all new staff, periodic medical fitness assessments of safety-critical roles, and ad-hoc assessments as needed (e.g. job change or reintegration into functions with professional risks, or at staff request). Advice on workplace health promotion, ergonomics, and hygiene, and develop and implement first-aid programmes. Provide medical support, deliver urgent care, preventive medicine initiatives (health days, vaccination campaigns), and travel medicine guidance. Establish and maintain relationships with internal and external partners, including medical advisors, HR business partners, HR Administration, well-being services and represent the Agency at relevant events/meetings (e.g. European and international aviation authorities, medical conferences, internal Committees for Prevention & Protection at Work). Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

University studies in Medicine, attested by a medical degree (European Qualifications Framework (EQF) Level 7) recognised in a EUROCONTROL Member State. A diploma in Occupational Medicine is considered an asset. If not yet obtained, the selected candidate will be required to enrol and complete the programme upon recruitment. Completion of an advanced course in Aviation Medicine, according to EASA standards is an asset. If not yet completed, the candidate will be required to undertake the advanced course upon recruitment. A diploma in Insurance Medicine is considered an asset. Registration with, or certification by, the competent statutory professional body or authority for medical doctors in a EUROCONTROL Member State, authorising the holder to practise medicine, is required. A minimum of 10 yearsโ€™ relevant professional experience as a general practitioner, internist or in other relevant medical disciplines (acquired after obtaining the degree in medicine). Experience in the disciplines of aviation medicine, occupational medicine or insurance medicine is an asset. Experience in working in a civil servant service or in an international organisation would be an advantage. Experience in managing, supervising or coordinating professionals, including effective coordination of activities such as strategic planning, resource allocation, and budgeting. Experience in management of organisational and service-related activities (e.g. medical service management, coordination of activities, relationship management). Experience in coordinating and engaging with stakeholders across different functions, such as doctors, medical teams, HR, and regulatory bodies. Writing skills. Ability to draft clear, accurate medical documentation in English for internal and external audiences. Managing people: You implement effective people-management practices. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient in English at level C1 (oral & written) and at least at level A1/2 in French, preferably at level B1. If not, the selected candidate will be required to obtain level B1 in French by the end of the probation period.

The selected candidate will be appointed for a period of 5 Year(s) in accordance with the Staff Regulations governing officials at EUROCONTROL. Internal staff with an undetermined appointment will keep their current type of appointment duration. Renewal(s); This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years. Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff memberโ€™s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. Internal candidates: This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which they were selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which they have been selected and which entailed the same level of management responsibilities. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
