About the Context

The Norwegian Refugee Council (NRC) is an international non-governmental organisation, present in more than 25 countries worldwide. It has been working in the Democratic Republic of Congo since 2001. Its programmes focus on: Education, Rapid Response to Movements of Population (RRMP), Protection and Humanitarian Mediation, Shelter, WASH, and Information, Counselling, and Legal Assistance (ICLA).ย

The DRC Country office will work in at least three provinces in the east of DRC: Ituri, North Kivu, South Kivu. NRC programming includes rapid response assistance; education; shelter; WASH; information, counselling and legal assistance (ICLA). NRC co-leads the Protection Cluster with UNHCR, provides technical and coordination support to the shelter cluster, and leads the Housing, Land and Property area of responsibility

What we are looking forย 

As Advocacy Manager, you will be providing the leadership, management, and strategic direction that drives our policy and advocacy work in Eastern DRC. Your role is pivotal in identifying the priority humanitarian concerns for advocacy, strengthening the incorporation of advocacy into all aspects of NRCโ€™s activities and guiding NRCโ€™s advocacy messaging to promote an improved humanitarian response environment in DRC. Additionally, you will ensure that NRC DRC advocacy messaging is incorporated into all media and communications materials, as well as filter advocacy messaging to NRCโ€™s representative offices and head office.

What you will doย 

Lead and conduct context-specific research in the DRC to generate evidence supporting NRCโ€™s interventions and strategic positioning in Eastern DRC, covering programme-related issues, humanitarian access, coordination, and protection of civilians.

Prepare high-quality key messages, talking points, briefings notes, letters and other advocacy products as relevant for internal and external use, ensuring strong evidence-base in messaging and following agreed sign-off proceduresSupervise the drafting of press releases and social media output

Actively network with other organisations involved in the response, and lead on development of joint field-based advocacy and positions towards target audiences

Ensure systematic training on advocacy and build capacity of technical and program staffย 

Seek fundraising opportunities for advocacy and contribute to the development of quality proposals, ensuring inclusion of research and/or advocacy activities on specific humanitarian issues affecting displacement-affected where appropriate

Ensure internal communication and alignment with relevant NRC units and departments with the view of developing consistent policy positions.

1. Professional competencies

Post-graduate with minimum five years relevant professional experience within the humanitarian, development, human rights, foreign policy, or similar field.

Experience from working in complex and volatile contexts, preferably in the East Africa region

Documented experience with humanitarian advocacy and the production of high-standard written materials (i.e. reports, briefing notes, position papers, talking points and key messages)

Documented experience with relevant thematic areas (displacement, durable solutions, protection, food security, humanitarian space), including through conducting research.ย 

Ability to work with a wide range of actors, including government and regional entities

Experience in carrying out assessments and focus group discussions

Documented/proven results related to other key elements of the positionโ€™s responsibilitiesStrong understanding of the international humanitarian system, policy and practice

Knowledge about own leadership skills/profileย 

Representation and public speaking experience are an advantage

Fluency in English and French, both written and verbalย
