Organizational Setting and Reporting Relationship
The position of Advisor is assigned to the Office of Compliance Review Panel (OCRP) and you will be the Principal Advisor to the Chairperson and Panel Members. You will be based at our Headquarters in Manila, Philippines.
You will report to the Chair, Compliance Review Panel and will oversee Technical Local Staff.
Your Role
This is an exciting opportunity, where you will work across diverse activities at both the policy and operational levels and interact directly with the ADB Board. As an Advisor, you will provide advice and technical expertise to the Chair, of the CRP and Panel Members, on cases received by the CRP, policy matters and stakeholder engagement. This includes: (i) Using either your environmental, social and legal expertise or a combination of two or more of these areas of expertise, to provide detailed technical analysis on the environmental/social/ issues raised in a complaint to inform the case analysis; ii) provide detailed assessments on ADB preparation of its operational and safeguard documents and how it has applied its policies to give accurate technical input and advice to the CRP Chair and part-time CRP Members iii) support the CRP's compliance review process throughout all stages commencing from initial assessment, eligibility and investigation and monitoring; (iv) lead the OCRP's knowledge, learning, outreach and advisory work under the direction of the CRP Chair; (v) provide the daily supervision of the OCRP staff and manage consultants under the direction of the CRP Chair; and (vi) assist the CRP Chair on the preparation of papers, reports, presentations and briefings to the Board Compliance Review Committee (BCRC). You will ensure confidentiality on cases and on the activities of the CRP/OCRP work within a framework of broad policies, principles, and goals.
You will:
a. Support for the Compliance Review Function and the Accountability Mechanism
- You will be the senior most policy and technical expert of the OCRP and will provide continuity and guidance on policy issues and institutional knowledge as and when CRP Panel Members turn over.
b. Support for the Office of the Compliance Review Panel and Staff Supervision
The OCRP Advisor will be the Team Leader of OCRP staff and will deputize for the OCRP Chair in the management of staff in the absence of the OCRP Chair. Provide coaching, mentoring and performance management of OCRP staff and consultants. On behalf of the OCRP lead the collaboration with the staff of the Office of the Special Project Facilitator (OSPF) and other relevant ADB departments. Under the guidance of the Chair prepare and manage the annual budget and work plan. Assist the Chair in the preparation of Quarterly Briefings for the BCRC and other compliance review related documents and as requested by other Executive Director Board Members.c. Leading Knowledge Management, Advisory, and Learning Functions
Lead the development and publication of the OCRP's Advisory and knowledge management products in the form of reports, multi-media materials and publications. Lead the organization of learning events to share in a creative and engaging fashion the knowledge management products, targeting important internal and external stakeholders of the CRP. This includes working in close coordination with the Office of the Special Project Facilitator and members of the IAM network. Provide the oversight to staff to ensure the AM website is well designed, updated, transparent and accessible with relevant information posted on it. This work is undertaken in close coordination with the CRO (Complaint Receiving Officer), OSPF, and DOCK (Dept of Communications and Knowledge Management). Coordinate and maintain ongoing relations with other members of the IAMnet Independent Accountability Mechanism Network) initiating and undertaking joint activities from time to time. Provide the oversight over the management of the IAMnet Secretariat which is hosted by the ADB AM. Facilitate the preparation and publication of the AM annual report in collaboration with OSFP and other ADB departments/offices.Qualifications
You will need:
Master's Degree, or equivalent, in economics, environment, law, social sciences, or related fields. In lieu of a Master's Degree at least 5 years specialized experience in a related organization may be considered. At least 12 years international multi-country experience with development institutions, multilateral development banks, or the private sector on social, environmental, socio/environmental/legal issues on large-scale projects. Familiarity with addressing social and environmental risk management throughout the project life cycle – from design, through implementation, to completion. Experience with policy development, policy analysis about social and environmental standards together with operational and implementation experience. Experience working with diverse stakeholders comprising of senior management, operational teams, civil society and project affected persons to build trust. Analytical rigor combined with report writing skills. Experience in accountability, assurance and investigative skills would be considered an advantage.Please refer to the link for ADB Competency Framework for Technical International Staff Grade 3.
