Org. Setting and ReportingThe United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located within the UNICT Facility, Coordination Support Services Unit(UNICTF CSSU) in the Office of the Chief (OOC) of the Service for Geospatial, Information Telecommunications and Technologies (SGITT) at the United Nations Global Service Centre (UNGSC), Valencia, Spain. The incumbent will report to the Chief, UNICTF CSSU or other designated officer. This position encompasses sub-functional specialities such as planning, programming/budgeting, advisory services, ICT financial reporting and performance management and implementing, monitoring and evaluation of ICT business functions. ResponsibilitiesWithin delegated authority, the Administrative Officer will be responsible for the following duties: ICT Budget and Finance โ€ข Takes the lead with respect to the preparation and implementation of the work programme, ensuring that ICT financial resources are utilized to implement activities in accordance with the ICT digital technology Programme Budget/cost plan and allotments issued. โ€ข Monitors and reviews the work programme and ICT budget/cost plan by conducting regular and special reviews to assess progress of actual work versus the programme plan. โ€ข Coordinates the production of programme reports. โ€ข Defines requirements and works with ICT technical units with respect to improving budget reporting systems and cost-effective utilization of program resources and assists ICT Service Management Team in the development of ICT business cases, related service rate cards and cost-benefit analysis for ICT services. โ€ข Provides recommendations to balance ICT budget allocation, incomes and expenditures in line with the approved budget/cost plan. โ€ข Develops procedures within SGITT and implements the same to ensure that accounting and financial management controls are consistent with UN policy and UNGSC practice. โ€ข Supervises and/or provides guidance on ICT-specific cost models and charge-back framework and practices to colleagues. โ€ข Provides guidance and leadership to more junior staff. General Administration โ€ข Oversees work related to procurement, billing and receipt of income from various ICT services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. โ€ข Applies specialized expertise with respect to a range of programme planning and administrative management tasks linked to the SGITT operating model. โ€ข Reviews and oversees office and digital technology needs from co-located partners, coordinating enhancements as necessary. โ€ข Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Ensures that requirements, background information used for data analysis are documented. โ€ข Performs other related work as required. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with additional two years of relevant qualifying experience may be accepted in lieu of the advanced university degree. . Job - Specific QualificationCertification in ITIL v4(Information Technology Infrastructure Library) Foundation or higher is desirable. Certification in IPSAS or similar accounting/funds management is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable Work ExperienceA minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience in an Information Technology and Communications department dealing with financial and procurement-related matters is desirable. Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar systems to manage budgets and expenditures is desirable. Experience in international intergovernmental organizations is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
