Work LocationJuiz de Fora, Brazil Expected durationSix (6) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. The โWeaving the city: planning with a participatory approachโ project is another phase of the โTerritories of Citizenshipโ project, a partnership between the Municipality of Juiz de Fora and UN-Habitat, launched in December 2021. It applied the Quick Participatory Mapping (QPM) methodology across 139 Special Zones of Social Interest (ZEIS) and two rural districts, alongside the development of a comprehensive Socioeconomic Profile of the prioritized areas. In 2023 and 2024, this project was expanded with the creation of the Public Policy Observatory, a platform dedicated to local data production and analysis to support evidence-based decision-making, enhance transparency, and align municipal policies with global sustainable development goals. In 2026, โWeaving the city: planning with a participatory approachโ will focus on improving the quality of life of Juiz de Foraโs urban area by promoting inclusive public spaces, sustainable practices, and the integration of gender and diversity perspectives. The initiative also aims to strengthen local capacities for the formulation and monitoring of public policies aligned with global sustainable development agendas, while expanding social participation and community engagement in urban management. To support the implementation of this project, we are seeking a Consultant (Photographer/Video Maker) to support the production of high-quality photographic and audiovisual materials for the initiative, including the documentation of project activities and key milestones, as well as the production of an institutional video. Report to UN-Habitat Manager The Consultant (Photographer/Video Maker) reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The initiative โWeaving the City: Planning with a Participatory Approachโ will implement in-person workshops in Juiz de Fora using participatory methodologies with groups of children and women, between March 2026 and April 2026, totaling approximately fifteen (15) workshops, each with an average duration of six (6) hours. The Consultant (Photographer/ Video Maker) will be responsible for photographing, filming, and editing audiovisual content produced during the in-person workshops, with the objective of supporting dissemination through social media platforms and other institutional communication channels of UN-Habitat. In addition to the coverage of the workshops, the Consultant will support the documentation of key milestones of the initiative throughout the implementation period. This may include accompanying the project team on field visits to selected project-related locations and urban landmarks, producing photographic records of relevant contexts and activities, and recording short interviews with participants, stakeholders, and community members, whenever these contribute to the projectโs narrative and communication objectives. These activities are expected to take place over approximately five (5) additional fieldwork days, to be scheduled in coordination with the project team. The Consultant (Photographer/Video Maker) will support the implementation of the project and its activities, with the following responsibilities: a) Provide high-quality photographic and audiovisual coverage of in-person workshops and key project milestones, ensuring materials suitable for both digital dissemination and printed graphic materials; b) Record, produce, edit and deliver audiovisual materials from workshops and interviews, including the addition of descriptive subtitles and the integration of visual elements aligned with the projectโs visual identity; c) Ensure technical quality and consistency across all photographic and audiovisual production, including appropriate resolution and formatting for printed materials, and maintain an organized multimedia archive of all final and raw files; d) Use their own licensed software and audiovisual equipment, assuming full responsibility for any related costs or damages. All audiovisual materials must be edited in accordance with UN-Habitatโs institutional communication standards and the projectโs visual identity. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The consultant shall assist the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1: Launch event coverage โข In-person photographic and audiovisual coverage of the launch event. โข A curated set of 100 to 120 high-resolution horizontal photographs. โข Two (2) videos of approximately 1.5 minutes each, in vertical format, designed for Instagram Reels. One video shall focus on event coverage, and the other shall include interviews with participants and authorities. Both videos must be delivered in 4K quality, based on a script to be provided by the projectโs communication team. Expected delivery date: 7 days after contract signature. Product 2: Workshops photographic coverage โข In-person photographic and audiovisual coverage of the 15 workshops. โข A curated set of 400-450 high-resolution photographs in both horizontal and vertical formats. Expected delivery date: 45 days after contract signature. Product 3: Workshops Reels โข Four (4) videos of approximately 1.5 minutes each, in vertical format, designed for Instagram Reels, featuring coverage of the in-person workshops and highlighting the participatory methodologies Woman City and Public Spaces Design Workshop. โข Quality 4k. โข Scripts to be provided by the Communication project team. Expected delivery date: 60 days after contract signature. Product 4: Curated image selection โข A curated set of 150-200 high-resolution photographs documenting key project milestones, selected project-related locations and urban landmarks, as well as moments of participant and community engagement, in horizontal format. โข Production of a vertical video footage bank (up to 20 short clips) featuring urban environments and public spaces, delivered unedited for use in Instagram Reels and other social media coverage. Expected delivery date: 90 days after contract signature. Product 5: Institutional video for Weaving the City: Planning with a Participatory Approach One (1) institutional video of the initiative Weaving the City: Planning with a Participatory Approach, with an approximate duration of three minutes, produced in horizontal format and 4K quality. The video must include subtitles in Portuguese and follow the projectโs visual identity and UN-Habitatโs institutional communication standards. The Consultant (Photographer/Video Maker) will be responsible for developing the editing flow based on an approved script and on audiovisual material captured during the in-person workshops and key project milestones, ensuring a professional, cohesive, and accessible final product that clearly highlights the objectives, methodology, and results of the initiative. Expected delivery date: 120 days after contract signature. Qualifications/special skillsEducation Required: โข Bachelor's degree in Communications, Photography, Journalism, Marketing, Public Relations, Film Studies or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience: โข A minimum of three (3) years of professional experience in video editing and production is required, with a portfolio provided upon request. โข Experience in recording and editing audiovisual content for institutional projects, participatory initiatives, workshops, or community-based activities is desirable. Skills: โข Proficiency in video editing software such as Adobe Premiere (or equivalent) is required. โข Basic skills in graphic design software, such as Adobe Photoshop (or equivalent), for insertion of visual elements are required. โข Experience related to the UN and/or any other international agency is desirable. โข Experience in the recording and filming of interviews, including basic knowledge of framing, lighting, and audio capture in field and workshop settings, is desirable. โข Previous experience producing audiovisual content in projects addressing gender, inclusion, and work with diverse or marginalized communities is desirable. Knowledge Management โข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โข The person will prepare databases related to the project running. โข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โข For the post advertised, fluency in Portuguese is required. Working knowledge of Spanish and English are desirable. Additional InformationTravel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
