BACKGROUND
Le Gouvernement de la République de Madagascar a reçu un financement de la Banque mondiale pour mettre en œuvre le Projet de Préparation aux Pandémies et Prestation de Services de Santé de Base (PPSB). Ce projet vise à renforcer la préparation aux pandémies selon l’approche One Health et à améliorer la prestation de services de santé de base. Dans le cadre du renforcement de la coordination multisectorielle, le Gouvernement a sollicité l’appui technique de l’Organisation mondiale de la Santé (OMS), en tant que membre de l’Alliance quadripartite (OMS, FAO, OMSA, PNUE), pour accompagner l’élaboration de documents stratégiques essentiels à la gouvernance et à l’opérationnalisation de la Plateforme nationale One Health, créée par le Décret n°2023-1356 du 22 novembre 2023, notamment le manuel de gouvernance, le manuel de partage d’informations, le Joint Action Plan et le cadre d’investissement Afin de garantir une forte appropriation nationale et une prise en compte des réalités locales, il est nécessaire de mobiliser des compétences nationales en appui à ce processus. Les appuis de l’Alliance quadripartite doivent ainsi s’appuyer sur des experts nationaux capables de faciliter la collecte d’informations auprès des différents secteurs, de coordonner les contributions des groupes thématiques de la plateforme et d’assurer une intégration optimale des données locales dans les analyses.
PURPOSE OF CONSULTANCY
Les Consultants nationaux auront pour principales missions de : Collecter et consolider des données ; Appuyer aux analyses et à la production technique ; Faciliter de la participation nationale ; Assurer le rapportage et la coordination. DELIVERABLES Un plan de travail détaillé pour la collecte et la consolidation des données. Des bases de données consolidées issues des différents groupes thématiques. Des notes analytiques pour appuyer les consultants internationaux dans le cadrage et la préparation des documents stratégiques (Manuel de gouvernance de la Plateforme nationale One Health, Manuel de partage d’information, Joint action plan du pays, Rapports d’activité et de réunions ) Des comptes rendus techniques des ateliers de concertation et de validation.
QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES
Educational Qualifications:
Essential: Diplôme universitaire de niveau Master ou équivalent dans les domaines de la santé publique, sciences vétérinaires, environnement, agronomie ou disciplines connexes
Experience :
Au moins 5 ans d’expérience dans la coordination de projets multisectoriels, la gestion de données ou la recherche appliquée en santé publique, santé animale, environnement
Expérience avérée dans l’approche One Health ou dans des initiatives multisectorielles similaires
Bonne connaissance des outils et référentiels de l’Alliance quadripartite
- Compétences solides en analyse et synthèse de données, ainsi qu’en rédaction de rapports techniques.
- Bonne compréhension du contexte institutionnel et des dynamiques de gouvernance à Madagascar constitue un avantage.
