The Position:
The Programme Analyst (ASRH/Youth & HIV) shall engage in policy and programmatic analysis, assessments and strategies to ensure that those adolescents and young people most left behind are reached with Sexual and Reproductive Health policies, programmes and interventions and other relevant youth-related interventions (including HIV, gender based violence, adolescent pregnancy and child, early, forced marriages and unions), covering the humanitarian-development- peacebuilding (HDP) continuum within UNFPAโs Country Programme. S/he will lead the development, coordination and implementation of adolescent and youth-led and/or youth-related activities promoted by the Country Office (CO) in Manila, giving technical assistance to the field offices.ย
S/he will work under the overall supervision of the Assistant Representative, and will report directly to the Maternal Health/FP Analyst.ย

Job Purpose:
In the framework of the Country Programme, the Programme Analyst coordinates the development and implementation of the CO strategies to promote sexual and reproductive health and rights for adolescent and youth, with a special focus on access to family planning, comprehensive sexual education, HIV, gender based violence and sexual violence, adolescent pregnancy and child, early, forced marriages and unions), especially for those most left behind. Through substantiveย analysis and assessment of political, social and economic trends, s/he willย contribute to project formulation, implementation, monitoring and evaluation, joint programming initiatives and advocacy initiatives for the development of national and local public policies and programmes.
You would be responsible for:
A. Programme Management and Coordination
- Coordinating the results-based planning, the timely and effective implementation, monitoring, and reporting of UNFPA ASRH Youth/HIV programmes in the CO and field offices, whether stand-alone UNFPA programmes or in the context of joint programming with other agencies, ensuring alignment with the UNFPA Country Programme and UN Sustainable Development Cooperation Framework (UNSDCF) and responsiveness to the national policies, plans and priorities.
- Ensuring appropriate monitoring and oversight mechanisms and systems are established and implemented.
- Ensuring integration of humanitarian preparedness and response and peacebuilding into the ASRH Youth/HIV programming.
- Promoting innovation, knowledge sharing, and replication of good practices across ASRH Youth/HIV partners across sectors and across contexts, e.g. through South-to-South and Triangular Cooperation (SSTC).ย
- Developing the A&Y Strategy for UNFPA and coordinating the A&Youth component and team (staff, volunteers and consultants), projects and interventions, with a focus on the most left behind groups.ย
B. Technical Support and Capacity Building
- In collaboration with a wide array of stakeholders including the government, NGOs, development partners, the private sector, marginalized adolescent and youth-led groups and other partners, contributing to the design and implementation of the country programme and its projects on ASRH/Youth and HIV, aligning with UNFPA programme policies and procedures.ย
- Consolidating, analysing and interpreting the existing assessments on the SRH and rights (SRHR) situation for adolescent and youth, including the political, social, economic, and cultural environment relevant to UNFPA ASRH and Youth activities, and identifying opportunities for UNFPA assistance and intervention, including those related to maximizing the countryโs youth population bulge and harnessing its demographic dividend.ย
- Assessing implications of new policy developments and strategies on ASRH Youth and HIV and other youth-relevant programme design and execution, and ensuring their integration to the UNFPA programme.ย
- Providing technical support to the development of relevant advocacy and policy documents to strengthen SRH and rights (SRHR) for adolescent and youth programming, including in maternal health, family planning, HIV, health sector response to GBV and sexual violence, and others.
- Coordinating and facilitating relevant national capacityย building initiatives and training sessions for intra-sectoral and multi-sectoral prevention and response actors for a stronger integrated rights-based approach to ASRHR/Youth and HIV programming.
- Applying standard guidelines and protocols (interagency and UNFPA-specific) in the assessment, planning, implementation, monitoring, evaluation and reporting of UNFPA ASRH and Youth programmes across the humanitarian - development - peacebuilding continuum.
- Developing innovative accelerator strategies to advance on SRHR for adolescents and youth.ย
C. Partnerships, Advocacy and Resource Mobilization
- Contributing to the development and/or implementation of the UNFPA Partnership, Advocacy and Resource Mobilization Plan, in coordination with the Partnership, Advocacy and Resource Mobilization team, ensuring preparation of relevant documentation, i.e. project concept notes, summaries, conference papers, speeches, etc.ย
- Representing UNFPA at relevant ASRH/ Youth and HIV coordination fora/mechanisms across the humanitarian - development - peacebuilding continuum and in public events.
- Coordinating with health and protection actors to conduct emergency assessments, analyzing results, and planning emergency response for women and girls when necessary.
- Contributing actively to the Joint Programme to advance the national HIV response as part of UNAIDS, and in collaboration with the other members of UNAIDS.ย ย
- Liaising with staff/focal points in other agencies and organizations (including national and international NGOs and women, youth and LGBTQ groups) for developing and implementing coherent ASRH and Youth programme interventions.
D. Management responsibilities
- Maintaining regular communication, coordination and consultation with the programme and operations team from the UNFPA Country Office and the Sub-Office in Cotabato, especially the SRH and Youth Team.
- Leading and/or contributing to the activities of the relevantย national, regional, and/or global ASRH and Youth-related communities of practice of UNFPA.ย
- Providing technical and administrative assistance to staff and volunteers.ย
- Carry out any other duties as may be required by UNFPA leadership.ย
ยQualifications and Experience:ย
Education:ย ย
Advanced degree in public health, population, demography and/or other related social science discipline.
Knowledge and Experience:ย
- Minimum 2 years of increasingly responsible professional experience in the substantive area, preferably in ASRHR, HIV and youth in public, NGO and/or international institutions required.
- Practical experience in design, implementing, monitoring and evaluation of development projects required
- Knowledge and understanding of project management, planning, reporting and monitoring, and coordination especially in the UN required.
- State of the art knowledge on adolescent and youth sexual reproductive health and rights, HIV, family planning, teenage pregnancy and gender based violence required.ย
- Field experience addressing/integrating adolescent and youth sexual and reproductive health and reproductive rights issues in emergency and post conflict contexts required.
- Strong commitment to the mandate of the UN and UNFPA in the Philippines required.
- Experience of working with vulnerable communities is an asset.
- Experience using office software packages and web-based management systems required.
- Experience in the preparation and participation in key youth events nationally and internationally required
- Proven experience in using social media and other ICT-based tools as advocacy tools is an advantage.
- Experience in supporting government and CSO implementing partners required.
